Other signs may be required as part of the Site Plan <br />3 Review process. <br />4 <br />5 324 Reserved. <br />6 <br />7 325 Pedestrian Connections <br />8 Walkways. All business, industrial, multi -family residential, and public/quasi-public structures on parcels <br />9 abutting sidewalks or multi -use trails in the public right-of-way shall provide a pedestrian connection <br />10 between the sidewalk or trail and the main entrance to the building. The walkway shall be as direct as <br />11 possible minimizing driveway and parking lot crossings. <br />12 <br />13 326 Outdoor Dining Areas/Patios <br />14 Outdoor dining areas and patios accessory to restaurants/brew pubs, brewery taprooms, and distillery <br />15 cocktail rooms have the following standards: <br />16 (A) The seating must be located on the same parcel as the principal use. <br />17 (B) The outdoor seating area shall be defined with the use of landscaping, temporary fencing, or other <br />18 means that contains the tables and chairs for the use. <br />19 (C) Patrons shall access the outdoor seating area through the main entrance or host station. <br />20 (D) All exterior sound equipment shall be shut off at 10:00 p.m. <br />21 327-329 Reserved. <br />22 <br />23 330 Alternative Energy Systems <br />24 Purpose and intent. The purpose and intent of this section is to establish standards and procedures by which <br />25 the installation and operation of alternative energy systems shall be governed within the city. The city finds <br />26 that it is in the public interest to encourage alternative energy systems that have a positive impact on energy <br />27 production and conservation while not having an adverse impact on the community. <br />28 <br />29 331 Wind energy conversion systems (WECS). <br />30 The following standards are intended to facilitate the provisions for WECS to the residents and businesses <br />31 of the city; minimize adverse visual effects of wind towers, turbines, and generators through careful design <br />32 and site selection standards; and avoid potential damage to adjacent properties from tower failure through <br />33 structural standards and setback requirements. <br />34 (A) Location. WECS units shall not be allowed in the Critical River, Wild and Scenic River, and <br />35 Shoreland Overlay Districts, except for micro -scale WECS provided that it does not violate the <br />36 maximum structure height of the overlay district. <br />37 (B) Bulk standards. <br />38 (1) General requirements. No part of the WECS, equipment, guyed wires, blades, or braces shall <br />39 at any time extend across or over any part of the public right-of-way, public street, highway, <br />40 sidewalk, or recreation trail. <br />41 (2) Setback. All small scale WECS and medium scale WECS units shall maintain a minimum <br />42 setback of 1.5 times the height of the tower. In addition, WECS units in any residential district <br />43 must maintain a minimum setback of 1,000 feet from any principal dwelling unit on adjacent <br />44 parcels. Setbacks shall be measured from the center of the WECS tower to the nearest property <br />45 line. <br />46 (3) Height. Height for any WECS shall be: <br />47 a. WECS, small-scale. A WECS with a height no greater than 50 feet tall, including the <br />48 blade. <br />49 b. WECS, medium -scale.
