1 (5) At no time shall a motor vehicle or equipment be parked such that any portion of the motor <br />2 vehicle or equipment extends into a sidewalk or trail. <br />3 (C) Commercial use motor vehicles and equipment may be parked outside for short-term periods, defined <br />4 as eight hours or less in one 24-hour period, or for longer periods under the following conditions: <br />5 (1) Inside the MUSA: <br />6 a. Said items shall be screened to a degree of 75 percent at ground level view from the public <br />7 right-of-way and adjacent properties. <br />8 b. Said items shall be parked only in the side or rear yard of the subject property and said items <br />9 shall be parked on a residential parking surface that consists of bituminous pavement or <br />10 concrete. <br />11 c. Commercial use motor vehicles and equipment intended to be parked outside that cannot meet <br />12 criteria established in subsections (C)(1)a. and b. above, but can provide for alternatives to <br />13 same, shall be required to obtain an interim use permit or home occupation permit, where <br />14 applicable. <br />15 d. Commercial use motor vehicles and equipment shall count towards the total number of <br />16 allowable items that may be stored outside as defined in this section. <br />17 (2) Outside the MUSA: <br />18 a. Said items shall be screened to a degree of 50 percent at ground level view from the public <br />19 right-of-way and adjacent properties. <br />20 b. Said items shall be parked only in the side or rear yard of the subject property and said items <br />21 shall be parked on a residential parking surface that consists of bituminous pavement, concrete, <br />22 or Class V with a minimum of a two-inch base. <br />23 c. Commercial use motor vehicles and equipment intended to be parked outside that cannot meet <br />24 criteria established in subsection (C)(2)a. and b. above, but can provide for alternatives to same, <br />25 shall be required to obtain an interim use permit or home occupation permit, where applicable. <br />26 d. Commercial use motor vehicles and equipment shall count towards the total number of <br />27 allowable items that may be stored outside as defined in this section. <br />28 (D) Active agricultural motor vehicles and equipment necessary to sustain agricultural uses are allowed <br />29 and not required to be parked on a prepared surface nor screened. <br />30 (E) Private and/or commercial use motor vehicles and equipment shall not be parked on a parcel unless <br />31 said personal property is owned or leased by a person residing on the parcel, or owned or leased by <br />32 the employer of a person residing on the parcel. The Minnesota Department of Motor Vehicles <br />33 registration records shall be used to determine the owner of registered vehicles and/or equipment and <br />34 said owner's address. <br />35 <br />36 461 Reserved. <br />37 <br />38 462 Game Fair Parking Overlay District <br />39 The "GF Game Fair parking overlay district," is established as shown on the official zoning map <br />40 accompanying this chapter. Notwithstanding the provisions of Section 460 to the contrary, Game Fair <br />41 parking on residentially zoned property may be permitted in required side and front yards only during the <br />42 period of the annual "Game Fair" event conducted by Armstrong Kennels. <br />43 <br />44 463 Residential Driveways <br />45 (A) When Required. <br />46 (1) A driveway shall be required for all attached accessory buildings with a doorway opening <br />47 meeting or exceeding eight feet wide by seven feet tall. <br />48 (2) If a detached accessory building serves as the primary garage, a driveway shall be installed. <br />49 (B) Surface Materials <br />50 (1) Urbanized districts: driveway materials shall consist of concrete, bituminous, or driveway- <br />51 rated pavers for a continuous hard surface. <br />Attachment A — Ordinance #23-14 <br />Page 57 of 141 <br />
