1 (2) Rural Residential or Urban MUSA Reserve Districts: driveway materials shall consist of <br />2 concrete, bituminous, driveway -rated pavers, or a minimum two-inch Class-V gravel. <br />3 (C) Driveways shall be setback at least five feet from interior side or rear property lines. <br />4 (D) Driveway widths shall not exceed 30 feet at the street, through the public right-of-way, and the first <br />5 five feet of the adjacent yard to the right-of-way where the driveway is accessing. <br />6 (E) No more than 50 percent of a front yard may be covered by a driveway. <br />7 <br />8 464 Reserved. <br />9 <br />10 465 Residential Waste Management <br />11 (A) Outdoor waste receptacles serving single- and two-family dwellings and licensed residential facilities <br />12 must be placed against the structure. <br />13 (B) Waste receptacles serving townhomes, multi -family, or non-residential uses must be located within <br />14 an interior trash room, a garage, or an exterior waste enclosure designed of masonry construction and <br />15 opaque gates compatible with the building's architecture. <br />16 (C) Exception: waste receptacles may be placed outside of these regulations from 5:00 pm the night <br />17 before collection and the day of collection. <br />18 <br />19 466-469 Reserved. <br />20 <br />21 470 Residential Landscaping Standards <br />22 (A) Intent. The City of Ramsey recognizes the advantages that landscaping and screening can provide, <br />23 including enhanced health, safety, aesthetic, ecological and economic value. The intent of this section <br />24 is to: <br />25 (1) Enhance the quality of life within the city; <br />26 (2) Enhance aesthetic view of development(s) from public roads; <br />27 (3) Maintain and enhance property values; <br />28 (4) Aid in both physical and mental human health; <br />29 (5) Improve air quality and buffer against noise, glare, and heat; <br />30 (6) Reduce the potential for crime and violence; <br />31 (7) Improve energy efficiency; <br />32 (8) Add visual interest to blank building facades and soften appearance of hardscaping and buildings <br />33 with accent plantings; <br />34 (9) Complement adjacent land uses; <br />35 (10) Improve the visual quality and continuity within and between developments; <br />36 (11) Reduce storm water runoff; <br />37 (12) Encourage the establishment and/or restoration of native landscapes. <br />38 (B) Goals and objectives. Landscaping for any project is intended to achieve the following goals and <br />39 objectives: <br />40 (1) Provide immediate aesthetic enhancements to a development site while also taking into account <br />41 space and input needs of plantings well into the future; <br />42 (2) Encourage a healthy environment and landscape in the future; <br />43 (3) Ensure a diverse mixture of species to protect against future pests and pathogens; <br />44 (4) Encourage native landscapes in suitable locations with appropriate management plans. <br />45 (C) Landscaping requirements. <br />46 (1) Topsoil and ground cover. All exposed ground areas, including boulevards and areas not devoted <br />47 to off-street parking, driveways, sidewalks, trails, patios or other such impervious improvements, <br />48 shall be landscaped with turf, shrubs, trees, native grasses and wildflowers and/or other <br />49 ornamental landscape materials within six months of the date of issuance of the certificate of <br />50 occupancy. <br />51 a. Topsoil.
