1 (iv) Using building materials or mitigation techniques that will blend in with the 2 natural surroundings such as green roofs, green walls, or other green and 3 brown building materials; 4 (v) Narrowing the profile of upper floors of the building; 5 (vi) Increasing the setbacks of the building from the Mississippi River or 6 blufflines; 7 (vii) Identification of techniques for preservation of those view corridors 8 identified in the MRCCA plan; and 9 (viii) Opportunities for creation or enhancement of public river corridor views. 10 (3) Structure and impervious surface placement. 11 a. Structures and impervious surface must not be placed in the shore or bluff impact zones 12 unless identified as an exemption in section 920(L). 13 b. Structures and facilities must comply with the following OHWL setback provisions 14 unless identified as exempt in section 920(L): 15 1. ROS District: 200 feet from the Mississippi River. 16 2. RN District: 100 feet from the Mississippi River. 17 c. Structures and facilities must comply with the following bluffline setback provisions 18 unless identified as exempt in section 920(L): 19 1. ROS District: 100 feet. 20 2. RN District: 40 feet. 21 3. SR District: 40 feet. 22 d. Where principal structures exist on the adjoining lots on both sides of a proposed building 23 site, the minimum setback may be altered to conform to the average of the adjoining 24 setbacks, provided that the new structure's scale and bulk riverward or bluffward of the 25 setbacks required under section 920(F)(3) consistent with adjoining development. Subsurface sewage treatment systems, including the septic tank and absorption area, 29 must be located at least 75 feet from the ordinary high water level of the Mississippi 30 River and all other public waters. 31 (4) Lot size and buildable area. 32 a. The width of lots abutting the Mississippi River in the ROS District must be at least 200 33 feet, unless alternative design methods are used that provide greater protection of the 34 riparian area. 35 b. All new lots must have adequate buildable area to comply with the setback requirements 36 of section 920(F)(3) so as to not require variances to use the lots for their intended 37 purpose. 38 (G) Performance standards for private .facilities.
