City Administrator Norman replied that they can hold the round table discussions at Fire Station <br />I. <br /> <br />Consensus of the City Council was to hold future work session meetings at Fire Station I. <br /> <br />Councilmember Elvig requested that a schedule be put together indicating which Councilmember <br />will be doing the work session update on QCTV. <br /> <br />Assistant City Administrator Nelson replied that she would make sure that the Councilmembers <br />received a schedule. <br /> <br />1) PACT Charter School <br /> <br />City Administrator Norman stated that the City Council was introduced to representatives of <br />Parents Allied with Children and Teachers (PACT) Charter School during a work session on <br />February 18, 2003. Staff informed Council during the work session that discussions with PACT <br />representatives would take place to review two alternative sites for location of a new PACT <br />Charter School in Ramsey. The two sites included acreage owned by Hope Fellowship Church <br />south of Highway #10 and a site located on the proposed Town Center development. During the <br />review period, it was determined that costs associated with developing on the Hope Fellowship <br />Church site would cost somewhere between $11,000,000 and $11,800,000, depending on City <br />participation and the church's willingness to receive a lower amount for the sale of land. The <br />Town Center site cost was estimated to bring in a total project cost of approximately $10 million. <br />One of the advantages of the Town Center site location is the amount of trips that would be <br />generated fi'om the school. Even though the property would not be a tax generator, it will <br />generate dollars for the Town Center. In order to place the site on the church property, it would <br />require a significant involvement by the City. <br /> <br />Stephen Bosacker, PACT Project Coordinator, stated that they did meet with Hope Fellowship to <br />try and work out an agreement for the school to be constructed on their site, but financially it is <br />not feasible. <br /> <br />City Administrator Norman noted that the representatives from the PACT school are still <br />negotiating with the Ramsey Town Center LLC group as well. <br /> <br />Mayor Gamec inquired if the proposed site would be on the BMA property. <br /> <br />City Administrator Norman replied yes and reviewed the proposed location of the school. <br /> <br />Mayor Gamec expressed concern that the members of the PACT school were negotiating the <br />construction of the school with Ramsey Town Center LLC when they don't legally own the land <br />yet. He inquired if they would have to purchase the land from the BMA property owners if they <br />hope to begin construction in June or July. <br /> <br />City Council Work Session/March 4, 2003 <br /> Page 2 of 16 <br /> <br /> <br />
