City Administrator Norman explained that Ramsey Town Center LLC has a purchase option on <br />the property that they can act on between June and September 2003. That contract is exercised at <br />the developer's request. Obviously the school would not be able to be constructed until the <br />property is closed on by Ramsey Town Center LLC. <br /> <br />Mayor Gamec stated that he wanted the representative from the PACT school to understand that <br />if' the sale of the property does not go through, any money the school has spent preparing to build <br />the building on the property will be at their own risk. <br /> <br />Councilmember Elvig inquired if the piece of the property for the school could be deeded out <br />fi'om the rest of the parcel. <br /> <br />Mayor Gamec replied that he would assume that the school would research all that information <br />and in his opinion those types of discussions would be between the school and the landowner. <br /> <br />Councilmember Cook stated that the Town Center is going to be a master plan community, <br />which will require grading of the entire site. He inquired if the entire site will have to be graded <br />in order for school project to proceed. <br /> <br />Mr. Bosacker explained that in his discussions with Ramsey Town Center LLC they have <br />indicated that they would identify the area for the school as priority for grading. Their desire is <br />to have the school parcel be part of the master plan. He assumes that they will probably not be <br />able to start their project until after the master plan for the site is approved. <br /> <br />Mayor Gamec inquired if they were not looking to start construction in June. <br /> <br />Mr. Bosacker replied that they would like to start the school in June, but they would be okay with <br />starting in July. <br /> <br />Councihnember Strommen stated that the Town Center is going to be a planned community and <br />she wants to see the entire plan before they start building on the site. What will make the project <br />work is making sure that all of the pieces work together. She stated that she thinks the school is <br />a great idea, but she was concerned about developing the site in pieces. <br /> <br />Councilmember Elvig stated that the Town Center is being developed as a key tax base for the <br />City of Ramsey and he would have to be very confident on what the costs will be and what the <br />revenue will be. He personally would want to see the fiscal impact study before taking a parcel <br />off the tax book. He inquired if the school will provide revenues for the Town Center and what <br />incentives does the Ramsey Town Center LLC group have to offer the City. The fact that the <br />school is non-profit would concern him that there is the potential for the school to fail over time <br />and in fact if that would happen he would suggest that the ownership of the building turn to a <br />profit based business so that the property is put back into the tax pool. <br /> <br />City Council Work Session/March 4, 2003 <br /> Page 3 of 16 <br /> <br /> <br />
