Case #7: <br /> <br />Request for an Interim Use Permit to Allow Outdoor Storage of Commercial <br />Vehicles and Equipment on a Residentially Zoned Parcel; Case of Gerald <br />Bauer <br /> <br />Community Development Director Frolik stated that On February 25, 2003 the City Council <br />reviewed a request from Gerald Bauer, fee title owner, and Able Paving, lessee, to store <br />COlnmercial vehicles and equipment on the site of the Ramsey Shooting Center, 16130 Variolite <br />Street N.W. The interim use permit is required because the underlying zoning of the subject <br />property is R-1 Residential, for which industrial uses are not permitted. In accordance with the <br />City Council's direction on February 25, 2003, City Staff drafted findings of fact to support <br />approval of the request and a proposed permit. <br /> <br />James Couch, 15800 Traprock Street NW, Ramsey, stated that residents believe that this is a <br />prodevelopment Council and Mayor and that Traprock Park is not receiving equal treatment. He <br />also stated that it was not true that a portion of the gun club was closed at the request of the <br />residents. The residents support the gun club, but not the commercial use. He felt that the <br />Council was too closely tied to the development. <br /> <br />Bob Hamborg, 15755 Traprock Street NW, Ramsey, stated that he was opposed to the proposal. <br /> <br />Daniel Mohr, 6721 166th Lane NW, Ramsey, expressed concern that the residents were not being <br />heard or were being ignored by the City council. He requested that the Council accept the <br />Planning Commission recommendation. <br /> <br />Councihnember Strommen stated that she was inclined to go with the recommendation of the <br />Planning Commission. <br /> <br />Cotmcihnember Cook replied that the Council had requested that staff draft findings of fact in <br />the positive due to the fact that Mr. Bauer's shooting range use has been restricted and the permit <br />allows him two years to collect a return on his decision to reduce shooting activities. <br /> <br />Councilmember Pearson stated that he agreed with granting the interim use permit for two years. <br /> <br />Councihnember Zimmerman stated that he would approve the request if it would hold off <br />development for a few years. <br /> <br />Councilmember Kurak recommended that the permit be effective from March 12, 2003 through <br />March 12, 2004, which would allow for one full season for the business to be relocated. After <br />the year, the applicant could come back for a renewal of the permit if necessary. <br /> <br />Mayor Gamec reviewed the proposed findings of fact. <br /> <br />City Attorney Goodrich noted that if the findings of fact are adopted as presented, they would be <br />in favor of the applicant. <br /> <br />City Council/March 11, 2003 <br /> Page 12 of 23 <br /> <br /> <br />
