Counclhnember Kurak stated that the issue was brought about last year because she thought the <br />permit was up for renewal or was the issue brought forward because of the complaints staff <br />received. <br /> <br />Community Development Director Frolik replied that the issue was brought forward because of <br />the complaints, the permit's in effect until 2005. <br /> <br />Councihnember Kurak inquired if Mr. Hamilton complains that the smells are worse at a certain <br />time of day. <br /> <br />Community Development Director Frolik explained that it seems that the smells are more <br />impacted by weather conditions. <br /> <br />Councilmember Strommen stated that it is important that monitoring is done in some sort of <br />systematic way. If they are going to receive reports on a quarterly basis, she would like to see a <br />reference to the amount of additive that has been used. She inquired if staff had a <br />recommendation on how long the probation period should be. <br /> <br />Commmfity Development Director Frolik explained that on a fiscal basis, the first report would <br />be due to the City Council the first meeting of July. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to direct <br />Commercial Asphalt to step up enforcement of additive standards and/or increase the height of <br />the smokestacks and direct City staff to make quarterly status reports to the City Council <br />regarding plant operations until the end of the year. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Strommen, <br />Cook, Elvig, Kurak, and Pearson. Voting No: None. <br /> <br />Case #10: Addendum to Ramsey Town Center Retail Market Analysis <br /> <br />City Administrator Norman stated that on January 13, 2003, the EDA made a recommendation to <br />the City Council to move forward with a market analysis for the retail node of Highway #47 and <br />167th Avenue, contingent upon staff working with McComb Group to negotiate a more cost <br />effective proposal. The City Council reviewed the recommendation during their January 28, <br />2003 meeting. The City Council directed staff to obtain additional proposals. Economic <br />Development Consultant, Mike Mulrooney, submitted Requests for Proposals to Maxfield <br />Research, Inc. and Associated Retail Consulting. The City received a proposal from both <br />companies on Monday, February 24, 2003. Maxfield Research, Inc. quoted a price of $19,140.00 <br />and Associated Retail Consulting submitted a bid of $90,000. Mr. Mulrooney submitted a memo <br />outlining the scope of work requested from all three groups and provided a recommendation <br />regarding what company the City may want to enter into an agreement with based on price and <br />experience. The difference between the two proposals is how much they are estimating as <br />rei~nbursable expenses and experience.
