Group Ltd. is estimating $2,500 as reimbursable expenses. Mr. Mulrooney states in his memo <br />that the expenses item of the proposal can be managed and negotiated prior to the execution of <br />the agreement. Experience is probably the primary difference between McComb Group and <br />Maxfield Research. McComb Group has extensive experience in retail industry and has <br />conducted market research for retail stores and shopping centers of all types. McComb Group is <br />a full service retail and real estate consulting firm specializing in market research and financial <br />stability. McComb Group has experience working in Ramsey as James McComb completed a <br />Retail Market Analysis for the proposed Town Center. Maxfield Research, Inc. has a good <br />reputation and they have experience in conducting retail studies, however, their experience <br />appears to relate more to the housing industry. Mr. Mulrooney and City staff recommend that <br />City Council enter into a contract with McComb Group Ltd. The City Council may wish to <br />direct staff to negotiate with McComb Group a limitation on the type of quantity of reimbursable <br />expenses associated with the study. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to enter into a <br />contract with McComb Group Ltd. to complete a market analysis study for the retail node of <br />Highway #47 and 167th Avenue NW and direct staff to negotiate with the McComb Group a <br />limitation on the type of quantity of reimbursable expenses associated with the study. <br /> <br />Further discussion: Councilmember Zimmerman inquired the funding source for the study. City <br />Administrator Norman replied HRA. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Zimmennan, Cook, <br />Elvig, Pearson, and Strommen. Voting No: None. <br /> <br />Case #11: Irrigate Central Parks Entrance <br /> <br />Parks/Utilities Supervisor Boos stated that that 2003 Capital Improvements Program projected <br />$17,000 for irrigating the new entrance area of Central Park. This project was also to include the <br />turfed area near the baseball field if the budget allowed. Earlier this year, the Park and <br />Recreation Commission approved the specifications for the irrigation project. The request for <br />bids was divided into three alternatives. The first alternative is the entrance comer and around <br />the tennis courts. The second alternative would also irrigate the pleasure rink grass (the area <br />directly south of the baseball field). The third alternative is to mn a potable water line to the park <br />entrance for a drinking fountain. A vandal resistant drinking fountain is expected to be between <br />$1,500 and $2,000 and was not a part of the request for bids. The deadline for submitting <br />quotations was March 4, 2003.
