Anderson Irrigation is the lowest bidder for the total or by line item. Staff recommends <br />proceeding with each element of the irrigation system, but to seek Council direction on installing <br />a drinking fountain near the entrance. <br /> <br />Mayor Gamec inquired as to why they would irrigate the skating area. <br /> <br />Parks/Utilities Supervisor Boos explained that the area is used for some soccer games and for <br />walking traffic. <br /> <br />Counciimember Elvig inquired as to what the historical perspective was for beautification of the <br />park when there are other parks that might not even be functional. He did not think that it <br />seemed to be a practical approach. <br /> <br />Mayor Gamec explained that the issue came about because the entrance was not appropriate <br />looking with all the traffic coming into the area with the Game Fair. The entrance looks far <br />better now than what previously existed. It was a known fact that the entrance would be <br />irrigated. <br /> <br />Councilmember Cook stated that it is the City's premier park and they want people to see an <br />example of the City when they come to the park. Irrigation is needed in order to keep the <br />entrance looking decent. <br /> <br />Councilmember Strommen stated that they need to protect their investment by adding the <br />irrigation system. <br /> <br />Councilmember Elvig stated he could agree with that, but he was not sure that the irrigation <br />system near the warming house was necessary since it did not receive a lot of use. <br /> <br />Councihnember Cook replied that if they hold off on the warming house they will have to <br />account for RYAA not being able to use the area for soccer fields. It is a relatively small <br />investment to offer a small playing field. <br /> <br />Councihnember Pearson stated that with funds being tight, $17,000 is a lot of money. However, <br />there is an investment with the vegetation, so it is almost a must to approve the ilTigation. <br /> <br />Councihnember Zimmerman inquired if the water from the sprinkler head will turn the boulders <br />to rust. <br /> <br />Parks/Utilities Supervisor Boos explained that there will be some orange rocks, but it is designed <br />to minimize that. He also noted that the funding source for the project would be the lawful <br />gambling fund. <br /> <br />Mayor Galnec expressed concern with adding the fountain because of vandalism. <br /> <br />City Council/March 11, 2003 <br /> Page 19 of 23 <br /> <br /> <br />
