because of the way the City handled issues in regards to personal property. He questioned why <br />ordinances exist if the City does not back them up. Mr. Berman bought his property last spring <br />with hopes of more room and freedom for his family. He checked with the City prior to <br />purchasing his home and was told that nothing would be built on the adjacent lot and that it <br />would probably become DNR protected land. <br /> <br />Chairperson Anderson questioned if he is suggesting that there should not be any building on the <br />property. <br /> <br />Mr. Berman replied that he is concerned over a whole development occurring behind his property <br />and that he will lose all of his privacy. He questioned the reason for having rules and regulations <br />if exceptions can be made to them. <br /> <br />Zoning Administrator Frolik replied that any property owner has certain rights to develop their <br />property. <br /> <br />Mr. Berman stated that he understands it is a free country, but does not think the City should <br />make exceptions. <br /> <br />Board Member Johnson questioned what the property is zoned. <br /> <br />Zoning Administrator Frolik replied R-1 Rural Residential. <br /> <br />Board Member Johnson questioned if the property had ever been zoned so that no building could <br />take place. <br /> <br />Zoning Administrator Frolik replied no. <br /> <br />Board Member Johnson requested an explanation of how the property would be divided into four <br />lots. <br /> <br />Zoning Administrator Frolik reviewed the proposed resubdivision plan. <br /> <br />Motion by Board Member Jensen, seconded by Board Member Kociscak, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Chairperson Anderson, Board Members Jensen, Kociscak, <br />Dempsey, Johnson, and Wivoda.
