and take the necessary steps to obtain other items that cost less than $25,000. The
description of the item and the schedule of depreciation were presented in the case.

Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to
recommend City Council approval to proceed with the purchase of the capital outlay
items included in the 1999 Adopted General Fund Budget and 1998 year-end budget
transfer and that if there are any changes/deviations from what's presented, it should
come back to the Committee/Council so they are kept informed.

Motion carried. Voting Yes: Councilmembers Haas Steffen, Anderson and Zimmerman.
Voting No: None. Absent: Mayor Gamec and CouncilmemberHendriksen.

Case #2:

Authorize Advertising for Bids for the Construction of Tennis Courts
for Central Park

Parks/Utilities Supervisor Boos stated that about a year ago, City Council authorized
$63,000 to construct four tennis courts at Central Park. However, the southwest quadrant
of the park area was in the "running" as a site for the proposed fire station//2, so the
tennis court project did not move forward until that issue was resolved. Staff is now
asking for authorization to advertise for bids for the courts. Mr. Boos noted that the Park
and Recreation Commission expressed interest in lighting for the courts but it is so
expensive. For informational purposes only, however, staff is asking to also inquire of
the companies who bid if they will submit a lighting estimate too.

Discussion ensued relating to lighting and the fact that the change to metered lighting at
Titterud Park courts has saved a large sum of money.

Councilmember Hendriksen arrived (6:22 p.m.)

Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to
recommend Council authorize staff to advertise for bids for the provision of four tennis
courts for Central Park.

Motion carried. Voting Yes: Councilmembers Haas Steffen, Anderson and Zimmerman.
Voting No: None. Abstain: Councilmember Hendriksen - as he was not present for the
discussion. Absent: Mayor Gamec.

Case #3: Award Bids for Alpine Parks Shelter

Parks/Utilities Supervisor Boos reported that in December 1998, Council approved the
specifications for Alpine Park's forty-foot hexagonal shelter and authorized staff to
request bids. That was done and bids were opened on January 15, 1999. Of the four bids
received, staff is recommending awarding it to the low bidder, Recreation Services, Elk
River. This recommendation is contingent upon their ability to match the cupola design
of the City's existing shelters.

Finance Committee/January 26, 1999
