Motion by Councilmember Anderson and seconded by Councilmember Hendriksen to
recommend City Council award the Alpine Park shelter project to Recreation Services
contingent upon their ability to match our existing cupola and completion date on or
before June 1, 1999.

Motion carried. Voting Yes: Councilmembers Anderson, Hendriksen, Haas Steffen and
Zimmerman. Voting No: None. Absent: Mayor Gamec.

Case #4: Discuss Community Built Playground for Central Park

Parks/Utilities Supervisor Boos stated that a proposed community built playground has
been part of the Capital Improvements Program for about three years. The City would
provide about $24,000 in funds with the goal of raising $20,000 in cash and labor
commitments. He noted a model of such playground equipment in the lobby of City Hall
for the Committee's review. He suggested that what is most important to discuss at
present is if there is really a commitment to this idea. If there is not a
commitment/excitement about it, it probably cannot be done.

Councilmember Zimmerman inquired how people could be made aware of this idea.

Mr. Boos responded that the Community School Coordinator, Jill Prall, was very
interested in this idea. It could also be mentioned at a meeting with business owners, the
Ramsey Lions Club, the Ramsey Women of Today, etc. It is possible that bricks or
plaques could designate the donations. He added that this idea will involve a certain
amount of time and commitment.

Councilmember Haas Steffen suggested also talking to one of our larger businesses to see
what they can do for us - Connexus. They do the billing for the City and also deal with
the businesses. They could advertise in with the billing.

Mr. Boos thought that would be an excellent idea and commented on the positive
working relationship the City has with Connexus.

Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to
recommend that the City Council approve of the Community-Built playground and
authorize staff to request a statement of qualifications of vendors for the Park and
Recreation Commission and Council approval. This should be done with the ideal
relating to fund raising - come back to the City Council with a work plan and recommend
the vendor to work with.

Motion carried. Voting Yes: Councilmembers Haas Steffen, Anderson, Hendriksen and
Zimmerman. Voting No: None. Absent: Mayor Gamec.

Finance Committee/January 26, 1999
