Mr. Norman reported that the roof and windows are <br />complete as well as the shoring up and the sheetrock. <br /> <br />Councilmember Zimmerman stated he always felt the old town hall would be a good <br />project for a civic organization. <br /> <br />Mayor Gamec stated that the old town hall is a focal point for the City and Council has <br />agreed that the refurbishing of the building should be done. <br /> <br />It was determined that CDBG funds could not be put toward the fire station as 51% of the <br />residents in the area would not fall into the low to moderate income level. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to <br />recommend Council adopt the resolution reallocating 1998 CDBG funds for the old town <br />hall. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Anderson <br />and Hendriksen. Voting No: CouncilmemberZimmerman. Absent: None. <br /> <br />Ms. Frolik reminded the Committee that they did not have to spend the 1999 or 2000 <br />CDBG monies. <br /> <br />Discussion ensued relating to the agencies that have requested CDBG monies. <br />Councilmember Haas Steffen pointed out that these social services agencies get funding <br />from the state as well as other possible funding sources. She suggested CDBG funds <br />could be used to clean up blighted areas of the City. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Mayor Gamec to recommend <br />that Council adopt the resolution allocating CDBG funds as follows: $500 to the <br />Community Emergency Assistance Program, Rise, Family Life Mental Health Center, <br />ACBC Food Shelf & Clothing, North Anoka Meals on Wheels, Central Center for Family <br />Resources, and Fathers' Resource Center, and give $1,500 to the Alexandra House, with <br />no specification for the rest of the money. <br /> <br />Further discussion: Councilmember Hendriksen suggested that the other $27,000 could <br />be put toward renovation of the old town hall, which would allow some flexibility. <br /> <br />Amendment by Councilmember Hendriksen and seconded by Councilmember Anderson <br />to allocate the remainder $27,000 toward the old town hall. <br /> <br />Amendment carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, <br />Anderson and Haas Steffen. Voting No: Councilmember Zimmerman. Absent: None. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen,. Anderson <br />and Hendriksen.
