CITY COUNCIL WORK SESSION <br />Topic Report: R-1 Rural Development <br />Standards (Cluster Subdivisions) <br />By: Patrick Tmdgeon, AICP, Community <br />Development Director <br /> <br /> SEY <br /> <br />Background: <br /> <br />The moratorium prohibiting any development in the R-1 Rural Developing area took effect on <br />May 15, 2006. The moratorium is set to expire on February 15, 2007. Staff would like to begin <br />the discussion with the City Council regarding the process the City will undertake to study <br />development regulations in the Rural Developing areas of the community. <br /> <br />Specifically, Staff would like to ask the Council whether the City should create "interim" <br />development regulations until such time the 2008 Comprehensive Plan is adopted or efforts <br />should be made over the next nine months to come up with an acceptable development regulation <br />framework that would be incorporated into the 2008 Comprehensive Plan. With the "interim" <br />approach, a full dialogue about development in the Rural Developing area can take place within <br />the full context &the overall Comprehensive Plan. With the second option, it is assumed that <br />decisions made now regarding development in the Rural Developing area would be automatically <br />incorporated into the 2008 Comprehensive Plan. <br /> <br />Staff would like to discuss both options with the City Council. Based on the direction given, <br />Staff will then work on a more detailed timeline and process to review with the City Council at a <br />future work session. <br /> <br />Action Statement: <br /> <br />The City Council shouM give Staff direction on how to proceed with the process and timeline for <br />reviewing development regulations in the R-1 Rural Developing District. <br /> <br />Reviewed by: <br />City Administrator <br /> <br />CCWS: 06/06/06 <br /> <br /> <br />
