utilizes, and three bids were received. The Iow bid was received from DataSource Hagen in the
amount of $21,060.

Councilmember Hendriksen questioned when the bids were sent out to which Mr. Norman
replied that they were sent out in June and received by the City the first of July.

Councilmember Hendriksen stated that he would like to verify that the quoted prices are
reasonable.

Motion by Mayor Gamec and seconded by Councilmember Zimmerman to recommend to City
Council to adopt the resolution receiving bids and authorizing contract for the purchase of
computer hardware and software, contingent upon review by Councilmember Hendriksen.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, and
Anderson. Voting No: None.

Case #4: Acquisition of Redevelopment Land South of Mate Precision Tooling

City Administrator Norman stated that, for approximately two years, the City of Ramsey
negotiated with Mate Precision Tooling to purchase redevelopment property to the south for the
possible expansion of Mate. As part of those negotiations, the City purchased the Dickenson Bus
property (d.b.a. Brake Alert), a 1.13 acre parcel, at 14010 Sunfish Lake Boulevard Northwest in
October 1997. The remainder of the property south of Mate Precision Tooling was owned by
Robert J. Hunt of Pine City, Minnesota. Mr. Hunt entered into a contract for deed arrangement
with T & G, Inc., for most of the remaining acreage in the summer 1996, except for a northern
.89-acre strip of land which had been encumbered by a driveway/roadway easement for the
purpose of providing access to the Dickenson property. The .89-acre tract of land had been
obligated by Mr. Hunt in 1988 to Dickenson, however, that obligation was never fulfilled
because Dickenson did not pay the taxes on the tract. The City has recently received
correspondence from the attorney representing Mr. Robert J. Hunt proposing to sell the .89-acre
of property to the City of Ramsey for back taxes in the amount of $4,100. Mr. Norman
explained that with the City's renewed interest in maintaining control of re-development
properties, the offer put forward by Mr. Hunt's attorney would appear appropriate. Staff
recommends entering into an agreement with Robert J. Hunt to acquire the .89 acre tract of land
immediately to the south of Mate Precision Tooling. Mr. Norman noted that Mr. Hunt would
propose selling the property to the adjacent property owner to the south if the City is not
interested. The financing could be taken from the Council Contingency Fund.

Councilmember Zimmerman questioned why Mr. Hunt would sell the property for $4,100 to pay
for back taxes when it does not seem to be a fair market value for the property.

Councilmember Hendriksen stated that he wants to make sure that there is a clear title to the
property.

Finance Committee/July 13, 1999
