Park/Utilities Supervisor Boos suggested researching if there are any environment concerns on
the property.

Motion by Councilmember Hendriksen and seconded by Mayor Gamec to recommend that City
Council authorize the Mayor and City Administrator to enter into an agreement with Robert J.
Hunt to acquire the .89-acre tract of land immediately to the south of Mate Precision Tooling
contingent upon clear title and research of any environmental concerns and notifying the
Committee of their findings.

Motion carried. Voting Yes: Mayor Gamec Councilmembers Hendriksen, Anderson, and
Zimmerman. Voting No: None.

Case #5:

Authorize Request for Proposals for Engineering Services for Water Tower
#2 and Well #5

Park/Utilities Supervisor Boos stated that at the June 21, 1999 City Council Work Session, an
executive summary of Ramsey's 1999 Comprehensive Water Plan was presented. The entire
document will be completed and available for Council's adoption this July or August. As stated
by Bolton & Menk, the engineering firm hired to prepare the plan, two items need immediate
action by the City to meet the demands placed upon the water utility. Mr. Boos explained that
the first item is construction of a 1.5 million-gallon water tower. This second water tower exists
within the current Capital Improvement Plan at $1,700,000 dollars. Bolton & Menk are
estimating the cost to be $1,820,000. The referenced C.I.P. shows the tower as a year 2001
project. Staff concurs that we need to begin the project now to provide for the completion in the
2000-2001 timeframe. The second water utility improvement that requires immediate attention
is Well #5. This project is estimated at $440,000 and is not included in the existing C.I.P.
document. The new tower will take up to two years for completion and the well should take
approximately one year. The Request for Proposals will be separate for the well and tower;
however, the City may find advantages in hiring a single firm. This determination will be made
based on proposals received. Mr. Boos noted that requesting proposals does not obligate the City
to either project at this time. City Council will have the entire Water Comprehensive Plan for
approval prior to staff's request to select an engineering firm, setting the project in motion. The
engineering services for these two projects will be funded solely from the water utility fund. The
infrastructure for these projects will be funded from both the water utility and TIF funds.

Councilmember Hendriksen asked what the proposed locations are of Well #5.

Park/Utilities Supervisor Boos responded that it is unsure at this time, but it will be near Well's
#3, and #4 on Highway #116.

Councilmember Anderson stated that she would like a water tower that will look nice.

Finance Committee/July 13, 1999
