City Engineer Jankowski reviewed the drainage and grading plan and identified the items that <br />should be corrected, as outlined in the City staff review letter dated January 31, 2003, revised <br />February 21, 2003. <br /> <br />Councilmember Cook inquired if there was a heavy rain storm event that did not reach the <br />capacity of a 100 year flood, would water still flow into the existing neighborhood back yards. <br /> <br />City Engineer Jankowski replied that no information was submitted for an event smaller than 100 <br />years, but he thought it could be beneficial to run an analysis. <br /> <br />Mayor Gamec inquired if the proposed trail along Sunwood Drive would connect to Potassium <br />Street and Principal Planner Trudgeon replied yes. <br /> <br />Suzanne Dvorak, 14640 Potassium Street NW, stated that the water would impact her property <br />and the City does not have a drainage or utility easement over that portion of her property. <br /> <br />Susan Fussel - Louchs Associates, Engineer working on the Village of Sunfish Lake, reviewed <br />the existing conditions of the property and what was being proposed for drainage. <br /> <br />Principal Planner Trudgeon inquired if the Engineer was stating that with a 100 year event there <br />would be water going over the existing easement. <br /> <br />Ms. Fussel replied yes. If they use the worse case scenario water would go up to 867, which <br />would definitely be on Ms. Dvorak's property. <br /> <br />Councilmember Elvig inquired if there was a possibility of connecting to the existing pipe at <br />146th Avenue. <br /> <br />Ms. Fussel explained that the pipe from the outlet to 146th Avenue has no slope to it. She <br />explained that it drains to the south to the existing catch basins and then to the east. There is no <br />way to really lower the pipe without reconstructing 146th Avenue. <br /> <br />Councilmember Elvig inquired if there was any type of pumping apparatus that could be used. <br /> <br />City Engineer Jankowski replied that staff would not want to maintain a mechanical lift station <br />for storm water, but there a number of things they can look at to alleviate the situation. <br /> <br />Councihnember Elvig inquired if staff was comfortable that they could accomplish something to <br />keep water fi'om going onto Ms. Dvorak's property in a 10 year event. <br /> <br />City Engineer Jankowski replied that he did not have that information, but they could easily run <br />those numbers to answer the question. <br /> <br />Councihnember Strommen stated that she would like to see the drainage issue resolved before <br />moving forward as well as the landscaping issues especially in the transition area.
