Motion carried. Voting Yes: Chair Cook, Commissioners Asfahl, LaMere, Droegemueller, Johns,
Ostrum, and Rolfe. VotingNo: None. Absent: None.

NOTE CITY COUNCIL MEETING MINUTES

The Park and Recreation Commission noted the City Council/Planning Commission joint workshop
meeting minutes dated October 8, 1998, the City Council regular meeting minutes dated October 13,
1998, the City Council regular meeting minutes dated October 27, 1998, and the City
Council/Planning Commission joint workshop meeting minutes dated November 17, 1998.

COMMISSION BUSINESS

Mr. Boos requested that consideration of Case #1 be delayed until City Administrator Norman is in
attendance. The Commission agreed.

Case #2: Approve Revisions to the Park and Trail Plan Map

Mr. Boos explained that in an effort to have the Commission's Park and Trail Plan Map accurate and
representative of acquisition needs, staff has updated the map. Through the use ora large wall map,
he pointed out the alignment of proposed and existing trails and the acquisition of 83 acres for park
land. He advised that the primary changes are adding a "special protection" distinction to the Trott
Brook trail corridor and changing "Community Park//5" from proposed to existing colors.

In response to an access inquiry by Commissioner LaMere, Mr. Boos explained that since the City
cannot afford to build trail on both sides, the notion was that once Sunwood Drive is constructed,
there would be a stop sign to provide a crossing point. Mr. Boos reported on activities by the City
of Anoka to provide a trail easement and that the Ramsey City Council will be considering a
resolution in support ora regional trail corridor in conjunction with Highway #116.

Motion by Commissioner Rolfe and seconded by Commissioner Asfahl to approve revisions to the
Park and Trail Plan Map as presented.

Motion carried. Voting Yes: Chair Cook, Commissioners RoWe, Asfahl, Droegemueller, Johns,
LaMere, and Ostrum. Voting No: None. Absent: None.

Case #1:

Recommend City Council Approval of a Feasibility Report for a Nine Hole Golf
Course

Mr. Boos advised that the Council would like the Commission's opinion on the development of a
nine-hole golf course in conjunction with City sponsored commercial/industrial land development.
The site location would be south of the landfill, north of the future Sunwood Drive, and between
Sunfish Lake Boulevard and County Road #116 to the west.

Mr. Boos explained that the concept would be to integrate commercial/industrial business with the
course for near term economic development and to provide long-term diversity in business siting

Park and Recreation Commission/January 14, 1999
Page 2 of 9
