choices. The golf course and associated business park could then take full advantage of the existing
park land and wetlands, thereby adding and protecting open space in this area. The Park and
Recreation Commission is being asked to examine the issue now to understand how a course would
benefit the commercial/industrial land sales and property valuation. A $3,500 proposal to address
these issues has been submitted by a consultant. Monies for this project were included in the 1999
Parks Operations Budget. Mr. Boos explained that should the City Council decide to approve the
feasibility study, the Park and Recreation Commission as well as the Economic Development
Authority and Planning Commission would be involved throughout the process.

Mr. Norman stated it was considered to be Phase IV of the business park development and Council
has authorized staffto begin negotiations with the property owner. While drafting the plans, it was
determined there are a lot of lands that are undevelopable due to wetlands, plus there is the landfill
land which is protected by the PCA and held to not be developed so the groundwater can be checked.
However, the PCA would not mind using that land as park land or a golf course. He noted that if
disbursed between office buildings and undevelopable lands, a small executive course could be
considered to be integrated. It was felt a study should be conducted to determine if it is feasible and
what the operation costs would be. Mr. Norman advised that money for this feasibility has been
budgeted but it is understood one question the feasibility would not answer is what entity would
operate the golf course. He noted while the golf course could be a public golf course, it could also
be a privately-mn golf course, or a leased venture.

Chairperson Cook commented that it could also be a combination of the two with the pro shop being
mn independently to the golf course which could be run by the City. He stated he supports
conducting a feasibility study and looking toward a public city-owned golf course which could
provide revenues for the City's use in other areas, including park development.

Commissioner Rolfe asked how many acres are involved. Mr. Boos stated he cannot recall the exact
acreage but that is one issue the report would identify, including probable configurations to maximize
utilization of the space, whether linear or some other in configuration.

Chairperson Cook stated there is an executive course (par 3) in Brooklyn Park and he understands
the green fees are usually filled.

Mr. Boos stated this would not detract from CIP dollars and the primary consideration by the
Commission is to get their input, especially since this property may impact the park land issue.

Commissioner Droegemueller commented on the operation of the golf course and pro shop in the
City of Anoka and stated he would like to consider a city-owned golf course so the City would
directly benefit from revenues raised.

Mr. Boos stated the issue of who operates/owns the golf course would not be addressed at this time
and will not be answered in the proposed feasibility report.

Park and Recreation Commission/January 14, 1999
Page 3 of 9
