summer. He stated the Community Center Task force is meeting the first week in February and the
project could be presented to them since that membership represents a cross-section of the
community.

Motion by Commissioner Johns and seconded by Commissioner Asfahl to recommend City Council
approval of a community built playground for Central Park and authorization to solicit statements of
qualifications to selected vendors.

Mr. Boos reviewed anticipated costs and the need for a site supervisor for several days during
construction of the equipment. He stated questions regarding the responsibilities of the site
supervisor can be contained within the statement of qualifications.

Motion carried. Voting Yes: Chair Cook, Commissioners Johns, Asfahl, Droegemueller, LaMere,
Ostrum, and Rolfe. Voting No: None. Absent: None.

Case #4: Designate Lawful Gambling Fund Program Priority

Mr. Boos explained that in the Lawful Gambling Fund Improvement Program, a project emphasis is
referenced. Each year, in January, the emphasis of the Lawful Gambling Fund Program is determined.
The purpose of this case is to note the Central Park Playground Project as the emphasis and to make
any other corrections.

Commissioner Johns asked if$7.00 per hour is still accurate. Mr. Boos stated he believes that it is.

Motion by Commissioner Droegemueller and seconded by Commissioner Ostrum to concur that the
Central Park Playground Project will be the emphasis of the Lawful Gambling Fund Improvement
Project for 1999.

Motion carried. Voting Yes: Chair Cook, Commissioners Droegemueller, Ostrum, Asfahl, Johns,
LaMere, and Rolfe. Voting No: None. Absent: None.

Case #5: Approve Plan for Tennis Court Construction at Central Park

Mr. Boos reported that the City Council, in December of 1998, approved the 1999 Parks Capital
Improvements that included four tennis courts for Central Park. This $63,000 item was from Landfill
Trust Fund earnings appropriated for 1998. The tennis courts will be located in the southwest comer
of the park. He noted that over the past few years, various City officials and staff have noted the
need for improved landscaping at the entry point to the park. After the bids are received for the
construction of the tennis courts, any remaining money will be directed to a connecting path and
landscape plan for this 1.8 acre corner.

Mr. Boos reviewed the site location map and project specifications and explained that if the City
Council approves advertising for bids at their January 26, 1999 meeting, bids could be received in the
first part of March which may allow for court construction by June of 1999.

Park and Recreation Commission/January 14, 1999
Page 5 of 9
