NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Park and Recreation Commission noted the City Council regular meeting minutes dated <br />November 24, 1998, the City Council regular meeting minutes dated December 3, 1998, and the City <br />Council regular meeting minutes dated December 8, 1998. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Recommend Planning Commission and City Council Approval of the Parks <br />Portion of the Draft City of Ramsey Comprehensive Plan <br /> <br />Mr. Boos explained that on February 16, 1999, the Planning Commission will conduct a worksession <br />on the Draft Comprehensive Plan. The City has received an extension on the deadline for submitting <br />this Plan to the Metropolitan Council. Previously it was due in December of 1998 and now the City <br />has until March 31, 1999. <br /> <br />Mr. Boos explained the Park and Recreation Commission first discussed the parks and open space <br />element of the Plan in May of 1998. The most recent discussion was on the open house style public <br />hearing held in October of 1998. At this point, staff recommends the Commission formally <br />recommend approval of the park and open space element. He noted that staffhas reviewed the seven <br />pages and proposed minor changes which are shown in the staffreport. Mr. Boos drew attention to <br />the Goals and Policies section, most of which are adaptations of earlier goals and objectives crafted <br />by the Commission. The only addition proposed is on Item #18. <br /> <br />Mr. Boos updated the Commission regarding City staffefforts to provide for development of the trail <br />system proposed along the railroad tracks and would also allow for a route for Tec Center students. <br />Mr. Boos asked that the Commission recommend approval of the draft to the Planning Commission <br />and City Council. <br /> <br />Chair Cook asked if a separate motion was needed for trail development near the Anoka-Ramsey <br />Technical School. Mr. Boos stated this would be appropriate due to the fact they are separate issues. <br /> <br />Motion by Commissioner Ostrum and seconded by Commissioner Johns to recommend Planning <br />Commission and City Council approval of the Park, Recreation and Open Space element of the Draft <br />Comprehensive Plan, as submitted. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Ostrum, Johns, Droegemueller, and Rolfe. <br />Voting No: None. Absent: Commissioners Asfahl and LaMere. <br /> <br />A motion was made by Commissioner Droegemueller to include a trail corridor along the railway <br />parallel with Highway #10 to be reflected as a proposed trail in the map. There was no second to this <br />motion. <br /> <br />The Commission concurred to wait for public input on this issue before going further. <br /> <br />Park and Recreation Commission/February 11, 1999 <br /> Page 2 of 3 <br /> <br /> <br />
