NOTE CITY COUNCIL MEETING MINUTES

The Park and Recreation Commission noted the City Council regular meeting minutes dated
February 9, 1999, the City Council regular meeting minutes dated February 23, 1999, and the City
Council regular meeting minutes dated March 1, 1999, the City Council regular meeting minutes
dated March 9, 1999.

COMMISSION BUSINESS

Case#l: Recommend "Community Built" Playground Vendor for Central Park's
Project

Mr. Boos explained that the deadline for submitting a Statement of Qualifications (SOQ) for the
Central Park project was at 5:00 p.m. on April 7, 1999. He stated that the purpose of this case is
to review the submittals and forward a recommendation to City Council with a "donation
forecast."

Mr. Boos explained that the City received one proposal from St. Croix Recreational that
contained all of the information requested in the Statement of Qualifications. He noted that some
of those requirements were that the vendor must have a detailed fundraising outline, an
experienced installation supervisor who has done similar work, and be available from the start of
the project to finish, and in addition, provide play structures that volunteers can install.

Mr. Boos stated that the Finance Commission received a request for the "Community Built"
Playground and were supportive of the idea, but wanted a budget forecast of where the donations
would be received from.

Chairperson Cook questioned if the City was comfortable with accepting the bid since it was the
only one submitted. Mr. Boos stated that they are comfortable with accepting the one bid.

Mr. Boos stated that the Finance Committee meets on April 27th and the Environment Expo is on
April 24th. He recommended requesting permission from City Council to talk about the
playground at the Environmental Expo.

Mr. Boos requested that each Commissioner put together a list of possible donors and submit
them to him as soon as possible.

Mr. Boos explained that the project is going to require a great deal of work from the Commission
to keep moving forward and stated if the Commission is comfortable with that then they should
make a recommendation to City Council to move forward.

Commissioner Rolfe questioned what the proposed schedule is for the project. Mr. Boos
responded that it was talked about being a 1999 project, but if it takes longer it could be
completed in the Spring of 2000.

Park and Recreation Commission/April 8, 1999
Page 2 of 4
