Commissioner Droegemueller suggested planning on installation to be Spring of 2000 to allow for <br />more time for fundraising. Commissioner LaMere questioned if they risk loosing City funds if <br />they wait to install until Spring 2000. Mr. Boos stated that the Finance Officer would have to <br />encumber the funds. <br /> <br />Mr. Boos suggested just leaving the installation date open and see how fundraising goes. <br /> <br />Motion by Commissioner Droegemueller, and seconded by Commissioner Rolfe, to recommend <br />to the City Council approval of the idea of the "Community Built" Playground and moving <br />forward with St. Croix Recreational as the contractor. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Droegemueller, Rolfe, Asfahl, Johns, <br />LaMere, Ostrum and Rolfe. Voting No: None. <br /> <br />Case #2: Review Master Trail Plan Process <br /> <br />Mr. Boos explained that in February of this year the Park and Recreation Commission <br />recommended approval of preparing a Master Trail Plan from City Council. He noted that the <br />City is accepting Request for Proposals until April 21, 1999 at 5:00 p.m. <br /> <br />Mr. Boos stated that they have received one inquiry and have been in touch with a few other <br />companies. <br /> <br />Case tt3: Report on Comprehensive Plan <br /> <br />Mr. Boos explained that the Planning Commission is working on the Comprehensive Plan to get it <br />submitted to the City Council by spring. He stated that the Park and Recreation Commission has <br />already recommended Planning Commission and City Council approval of their version of the <br />Comprehensive Plan. <br /> <br />Mr. Boos explained to the Commission that the Planning Commission heard testimony or had <br />concern with the proposed trail overlooks from Bowers Drive to the Mississippi River so the <br />Planning Commission is recommending removing the proposed overlooks from the <br />Comprehensive Plan. <br /> <br />Chairperson Cook questioned if they were recommending removal because of the value of the <br />land for the City. Mr. Boos explained that one of the Planning Commissioners did not like the <br />notion of a side-yard trail. Mr. Boos stated that City Council could override the recommendation <br />or ask for the Park and Recreation Commission to make another recommendation. <br /> <br />Chairperson Cook expressed concern that many times decisions are made for a few people instead <br />of everyone. He stated that he places a lot of value on residents being able to use the trail for <br />generations to come. <br /> <br />Jeff ?, Bowers Drive, expressed concern over putting a trail behind the existing homes on <br />the river. <br /> <br />Park and Recreation Commission/April 8, 1999 <br /> Page 3 of 4 <br /> <br /> <br />
