Voting Yes: Chair Cook, Commissioners Johns, and LaMere. Voting No: <br />None. Absent: Commissioner Asfahl, Droegemueller, Ostrum, and Rolfe. <br /> <br />Commissioner Ostrum arrived at 6:08 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Continue Review of the Parks Five-Year Capital Improvements Program <br />(C.I.P.) <br /> <br />Park/Utilities Supervisor Boos stated that at the regular June meeting, the Commission reviewed <br />the existing Five-Year C.I.P. consisting of Years 1999 - 2003. The consensus was to have Staff <br />prepare a draft C.I.P. for consideration which reflects the available moneys and funding sources. <br />A rough draft for 2000 was given to the Commission for review and input. Mr. Boos noted that a <br />complete draft of the C.I.P. will be given to the Commission at the August meeting for review <br />and input. <br /> <br />Park/Utilities Supervisor Boos explained that the Commission requested information on the <br />availability of depreciation funds for park improvements. Mr. Boos stated that he discussed the <br />issue with the Finance Officer and she stated the funds could be used for park improvements, but <br />the funds should be used for park improvements on items being depreciated. An example was <br />the bleachers that are either going to need to be replaced or repaired to meet new safety <br />legislation. <br /> <br />Park/Utilities Supervisor Boos informed the Commission of the Landfill Trust Fund Interest <br />earning projections that will be available for 2000 to 2004. <br /> <br />Park/Utilities Supervisor Boos reviewed the items completed on the C.I.P. for 1999 and the <br />proposed projects for the year 2000. <br /> <br />Commissioner LaMere requested that a sign be placed at Community Park #5 stating that it will <br />be the future home of Elmcrest Park. Park/Utilities Supervisor Boos agreed that the sign would <br />be a good idea. <br /> <br />Commissioner Ostrum questioned the delays by the contractor for constructing the shelter at <br />Alpine Park. Park/Utilities Supervisor Boos stated that there was about a 13 day delay. Some of <br />the delay was due to rain, but also noted that the contractor had done a project previous that also <br />was behind schedule. Commissioner Ostrum felt that it should be noted that the contractor has a <br />history of project delays when being considered for future bids. <br /> <br />Park and Recreation Commission/July 8, 1999 <br /> Page 2 of 4 <br /> <br /> <br />
