Parks/Utilities Supervisor Boos reviewed the park dedication fee schedule.

Councilmember Connolly questioned how much park dedication was received from the senior
housing project that is being constructed.

Parks/Utilities Supervisor Boos stated that he was not sure in that it was a city sponsored project
but would check to see if any park dedication was received.

Councilmember Connolly questioned the amount of the trail fee.

Parks/Utilities Supervisor Boos stated $150 per household noting that none of the funds have
been used on any projects as of yet and that the trail fee does not apply to commercial properties.

Councilmember Connelly stated that using park dedication money only in the district that the
money was received does not give the City much flexibility with the funds.

Commissioner Rolfe stated that when park dedication from a development is used in another area
of the City there is the opportunity for lawsuits to come about.

Parks/Utilities Supervisor Boos explained that there is flexibility within the recreation districting
concept, stating that the City used funds from all districts to pay for Community Park #5 since it
was going to be a benefit to the community. He stated that he will research any legal
implications and update the C.I.P. and bring it back to the September meeting.

Motion by Chairperson Cook, seconded by Commissioner Asfahl, to request staff modify the
C.I.P. draft to reflect the discussion and the recommendations made by the Finance Officer.

Motion carried. Voting Yes: Chair Cook, Commissioners LaMere, Droegemueller, Asfahl, and
Rolfe. Voting No: None. Absent: Commissioner Johns and Ostrum.

The Commission and Councilmembers discussed the current park dedication fees and the need to
increase present rates.

Case #2: Address Park Dedication Proposal/Request

Park/Utilities Supervisor Boos stated that the City received a request from Jim and Cathy Gusts
in regards to park land dedication on a parcel north of County Road #116 and east of Dysprosium
Street.

Commissioner Droegemueller questioned if there are any trails proposed on County Road #116.

Parks/Utilities Supervisor Boos stated that there will be a trail along County Road #116 most
likely on the southside.

Park and Recreation Commission/August 12, 1999
Page 5 of 9
