Mayor Gamec stated that he felt that the street connection should be made when the development <br />is constructed. <br /> <br />Councihnember Pearson replied that he would have to agree. He stated that he does not like <br />taking property, but he felt that there was a need for developments to be designed so that they can <br />be tied together. <br /> <br />Councilmember Zimmerman inquired as to who would pay for the condemnation of land and the <br />construction of the road. <br /> <br />Mayor Gamec replied that the City would have to provide the right-of-way access and the <br />developer should be required to construct the road. <br /> <br />Councilmembers Kurak and Elvig stated that the developer should consider a cluster <br />development on the property. <br /> <br />Mayor Gamec expressed concern that the cluster development process will take a lot of time to <br />complete. <br /> <br />City Administrator Norman replied that if the Council wants to proceed in that direction, the time <br />should be taken to do it right. <br /> <br />Councilmember Cook stated that even if the Council wants to proceed with the cluster <br />development concept, the applicant has the right to proceed with the current development <br />proposal. <br /> <br />City Administrator Norman stated that if it is the consensus of the Council to consider cluster <br />developments, then staff will begin working with developer. <br /> <br />Mr. Anderson inquired as to why his property should be impacted because another property <br />owner wants to sell their property to a developer. <br /> <br />Councilmember Strommen stated that if they are going to talk about what is best for the City, <br />they need to look at the bigger picture, which is why they should consider the cluster <br />development concept. <br /> <br />Councilmember Kurak agreed, but noted that she does not agree with impacting a homeowner <br />because an adjoining property owner decides to sell their property. She stated that if she were to <br />approve a plan, she would have to go with the plan with the extended cul-de-sac length. <br /> <br />Councihnember Elvig agreed with Councilmember Kurak. <br /> <br />City Council Work Session/April 1, 2003 <br /> Page 4 of 8 <br /> <br /> <br />
