Mayor Gamec stated that he felt that the street connection should be made when the development
is constructed.

Councihnember Pearson replied that he would have to agree. He stated that he does not like
taking property, but he felt that there was a need for developments to be designed so that they can
be tied together.

Councilmember Zimmerman inquired as to who would pay for the condemnation of land and the
construction of the road.

Mayor Gamec replied that the City would have to provide the right-of-way access and the
developer should be required to construct the road.

Councilmembers Kurak and Elvig stated that the developer should consider a cluster
development on the property.

Mayor Gamec expressed concern that the cluster development process will take a lot of time to
complete.

City Administrator Norman replied that if the Council wants to proceed in that direction, the time
should be taken to do it right.

Councilmember Cook stated that even if the Council wants to proceed with the cluster
development concept, the applicant has the right to proceed with the current development
proposal.

City Administrator Norman stated that if it is the consensus of the Council to consider cluster
developments, then staff will begin working with developer.

Mr. Anderson inquired as to why his property should be impacted because another property
owner wants to sell their property to a developer.

Councilmember Strommen stated that if they are going to talk about what is best for the City,
they need to look at the bigger picture, which is why they should consider the cluster
development concept.

Councilmember Kurak agreed, but noted that she does not agree with impacting a homeowner
because an adjoining property owner decides to sell their property. She stated that if she were to
approve a plan, she would have to go with the plan with the extended cul-de-sac length.

Councihnember Elvig agreed with Councilmember Kurak.

City Council Work Session/April 1, 2003
