Councihnelnber Cook stated that he liked the idea of clustering, but as the property is built out in <br />the filture a road connection might still become necessary. He stated that he did not like the idea <br />of constructing 2.5~acre lots and then trying to work around them in the future. <br /> <br />Councilmember Zimmerman stated that there should be an area in the City where they have 2.5- <br />acre developments. He did not agree with cluster developments being constructed in the rural <br />area. <br /> <br />Councilmember Pearson stated that he is a firm believer that the roads have to connect. <br /> <br />Councihnember Kurak noted that the remainder of the property would be ',ghost plated" and <br />until the remainder of the property is developed it would provide green space. <br /> <br />Mayor Gamec replied that either way the property is developed, they would still have to address <br />the road issue. <br /> <br />Councilmember Cook replied that with clustering, they would be able to hold off on the road <br />connection until sewer and water was extended to the site. <br /> <br />Consensus of the City Council was to direct staff to put together language regarding cluster <br />development for Council consideration. <br /> <br />2) Community Sign and Newsletter Use by Community Groups and Churches <br /> <br />Assistant City Administrator Nelson stated that it has been past practice for the City of Ramsey <br />to allow and encourage the use of the community sign at City Hall and the Ramsey Resident <br />publication to promote various community events that are of a non-profit, community interest <br />nature. Staff has recently received some inquiries regarding articles in the newsletter promoting <br />events for Lord of Life Church. Additionally, staff has been operating under what appears to be <br />an unwritten policy that charges for some groups and individuals use of the community sign and <br />not for others. The 2003 Schedule of Rates, Fees, and Charges includes fees for the use of the <br />community sign at $25 for one-side per week and $50 for two-sides per week. The City of <br />Ramsey Facility Use and Rental Policy does not address which community groups should pay for <br />the use of the sign and which groups will receive the use of the sign for fi'ee. It has been the <br />practice of the City to provide the use of the sign at no charge to the Ramsey Lions, Lord of Life <br />Church, League of Women Voters, and Meals on Wheels. Prior to utilizing Lord of Life Church <br />as a polling place in 2001, Lord of Life paid for the use of the sign. Other community groups <br />such as RYAA, Women of Today, and other community churches pay for the use of the sign. <br />Staff was seeking Council direction to amend the Facility Use and Rental Policy with regard to <br />use of the community sign by community groups. In addition to addressing the community sign <br />issue, staff would amend the policy to reflect the changes made to the building with the recent <br />remodeling project. With regard to the Ramsey Resident publication, editorial discretion has <br />been left to the Assistant City Administrator to determine what is included and not included in <br />the newsletter. Past practice has been to include, as space allows, those events that are of a <br />community interest, non-profit nature.
