Voting No:
None.

NOTE CITY COUNCIL MEETING MINUTES

1) City Council regular meeting minutes dated July 13, 1999
2) City Council regular meeting minutes dated July 27, 1999
3) City Council special meeting minutes dated August 10, 1999
4) City Council regular meeting minutes dated August 10, 1999
5) City Council regular meeting minutes dated August 24, 1999

COMMISSION BUSINESS

Case #4:

Consider amending the Park and Trail Plan to include either or both, within
right-of-trail from Sunwood Drive along County Road #5, to Highway #47
and a connection from Solstice Park to Sunwood Drive

Parks/Utilities Supervisor Boos explained that the extension of Sunwood Drive brought out a
great deal of discussion with regard to the trail along Sunwood Drive from County Road #5 to
T.H. #47. A decision was made to install a concrete sidewalk on the entirety of the south side of
Sunwood Drive to be completed with the extension of Sunwood Drive. Subsequent to that
decision additional discussion took place regarding the issue and it was questioned if the trail
should be redirected. He explained that the Commission needs to make a recommendation if the
additional segments should be added and if so would it take the place of the trail along Sunwood
Drive for the existing three blocks.

Chairperson Cook stated that the trail along County Road #5 to T.H. #47 should be added to the
trail plan because it is a main transportation route.

Commissioner Rolfe also stated that the trail along County Road #5 south of Sunwood Drive is a
necessity.

Chairperson Cook inquired how people would cross T.H. #47 at County Road #5.

Parks/Utilities Supervisor Boos explained that the intersection of County Road #5 and T.H. #47
would ultimately be controlled, but until then a crosswalk by the County may be in order.

Joyce Kalstabakken, 5571 Sunwood Drive Ramsey, explained that the suggestion of adding the
extension of a trail from Sunwood Drive to Solstice Park was to allow the trail along the new
portion of Sunwood Drive and then give people access to the park without placing a trail along
the three existing blocks. She reviewed the history of all the meetings her and her husband had
attended and explained that if there is going to be a trail along Sunwood Drive then they would
prefer to have it on the south side of Sunwood Drive.

Park and Recreation Commission/October 14, 1999
Page 2 of 6
