Rob Kalstabakken, 5571 Sunwood Drive Ramsey, stated that if the City agrees to add the
segments instead of the trail along Sunwood Drive then he would want a guarantee that there will
never be a trail on Sunwood Drive.

Chairperson Cook explained that the trail along Sunwood Drive was included in the trail plan
because it aligns with the current trail system.

Ms. Kalstabakken stated that if the sidewalk is placed on the north side of Sunwood Drive people
will have to cross their driveway which will make for a very dangerous situation when all the
turn lanes are added also. The south side of Sunwood Drive does not have any driveways and no
street signs, or utilities.

Parks/Utilities Supervisor Boos stated that the issue is not north or south of Sunwood drive, only
to decide if the other segments should be added and if so would it remove the need for the trail
along Sunwood Drive.

Commissioner Rolfe stated that the trail to Solstice park would be beneficial, but should be
considered in the future when the funds would be available.

Commissioner Asfahl stated that the trail to Solstice park isn't a necessary, and should be.
considered a low priority, but would be a nice to link to the park.

Chairperson Cook stated that the additional segments should be included on the trail plan, but
does not eliminate the need for a trail along all of Sunwood Drive.

Commissioner Rolfe inquired if there is adequate space for a trail.

Parks/Utilities Supervisor Boos replied yes.

Commissioner Rolfe stated that avoiding driveways and utilities is the best, but the Commission
cannot make a decision in regards to what side of the road the trail will be.

Chairperson Cook stated that it should be up City Planning and Engineering to decide the best
location for the trail.

Consensus was reached that a trail should be ultimately installed south of Sunwood Drive along
C.R. #5 to T.H. #47 and that the Park and Trail Plan should show a Sunwood Drive to Solstice
Park connection. The Commission was also in agreement that these segments did not preclude a
continuos "trail" along Sunwood Drive.

Case #1: Public Hearing on the 2000-2004 Parks Capital Improvement Plan

Chairperson Cook called the public hearing to order at 6:07 p.m.

Presentation

Park and Recreation Commission/October 14, 1999
Page 3 of 6
