The public hearing was advertised in the Anoka County Union on September 24, 1999. <br /> <br />Citizen Input <br /> <br />None. <br /> <br />Motion by Commission Asfahl, seconded by Commissioner Rolfe, to close the public hearing. <br /> <br />The public heating closed at 6:08. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners, Asfahl, and Rolfe. Voting No: <br />None. <br /> <br />Commission Business <br /> <br />None. <br /> <br />Case//2: Name "Community Park No. 5" <br /> <br />Parks/Utilities Supervisor Boos explained that after acquisition of what has been referred to as <br />Ramsey's fifth community park, the Park Commission sponsored a name-the-park challenge. <br />The request to propose names was advertised in the Ramsey Resident newsletter, on QCTV, and <br />at the Environmental Expo. At the regular Park and Recreation Commission meeting in May, the <br />Commission ranked the names, choosing "Elmcrest" Park pending Staff verification of some <br />historical documentation of the "Elmcrest" name. If there was no historical reference, the second <br />choice was Oak Brook Park. The Community Development Assistant researched the information <br />further and the Commission received a copy of a letter from the property owner explaining the <br />history. <br /> <br />Motion by Commissioner Asfahl, seconded by Commissioner Rolfe, to recommend that City <br />Council name Community Park #5 "Elmcrest" Park. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Asfahl, and Rolfe. Voting No: None. <br /> <br />Case #3: <br /> <br />Introduce for discussion trail and sidewalk sitting, design, and Construction <br />responsibility <br /> <br />Parks/Utilities Supervisor Boos stated that there has been renewed discussion on within tight-of- <br />way trails. City Council, Commissions, and Staff have noted that their function is essentially <br />that of a sidewalk. This fact suggests that developers should be constructing these trails as part <br />of any subdivision. In order to provide for this, a policy is needed to determine several things. <br />Currently, Staff is researching how thirty other cities are addressing this issue. The case will also <br />be reviewed for recommendation by the Planning Commission. The results of both <br />Commissions examinations will be forwarded to City Council for policy adoption.
