Residential <br />Comprehensive Plan Land Use Desienations <br />Rural Developing (RD) Areas guided Rural Developing are those areas <br />that may be developed utilizing private utilities. These areas are <br />expected to develop at a minimum of 1 unit per 10 acres and a <br />maximum of 1 unit per 2.5 acres. <br />Low Density Residential (LDR) Areas guided Low Density Residential <br />must have urban services before development can take place. These <br />areas are expected to develop at a minimum of 3 units per acre and a <br />maximum of 4 units per acre for an average of 3.5 units per acre and <br />contain single family, detached dwellings. Where Low Density <br />Residential is directly adjacent to areas guided Rural Developing that <br />contain 2.5 acre lots, strategies for density transitioning will be <br />employed. This means that while an area of Low Density Residential <br />may average three (3) units per acre, those lots directly adjacent to <br />2.5 acre lots will be required to provide an effective transition that <br />maintains the existing character of the neighborhood. Screening <br />methods, such as landscaping must also be employed to transition <br />between very low -density areas and urban lots. <br />Zoning Code Annlicable Districts <br />R-1 Residential District. The intent of the R-1 Residential District is to <br />accommodate single-family dwelling units on suitable land in the <br />2040 Metropolitan Urban Service Area (MUSA) and rural developing <br />areas of the city. All newly created lots, except the remnant of a lot of <br />record not less than five acres in size and located within the 2040 <br />MUSA, shall be serviced by sanitary sewer and municipal water. All <br />developing lots located within the rural developing area shall be <br />served with individual septic systems and wells. <br />Medium Density Residential (MDR) These areas are within the MUSA <br />and intended to receive medium density housing including lower <br />density multi -family housing and higher density single-family housing. <br />These areas are expected to develop at a minimum of four (4) units <br />per acre and a maximum of eight (8) units per acre. Average density <br />will be six (6) units per acre. Medium density detached single-family is <br />becoming an increasingly popular development pattern for Ramsey. <br />R-2 Residential District. The intent of the R-2 Residential District is to <br />accommodate dwellings at a density of four to seven dwelling units <br />per acre and multiple -dwelling complexes within the 2040 MUSA. All <br />lots created by subdivision located within the 2040 MUSA shall be <br />serviced by sanitary sewer and municipal water. <br />High Density Residential (HDR) These areas are within the MUSA and <br />intended to accommodate multi -family housing such as townhomes <br />and apartment buildings. These areas are expected to develop at a <br />minimum of eight (8) units per acre and a maximum of fifteen (15) <br />units per acre. The average density will be 12.5 units per acre. <br />R-3 Residential District. The intent of the R-3 Residential District is to <br />accommodate high -density residential housing at a density greater <br />than seven units per acre but not to exceed 15 units per acre within <br />the 2020 MUSA. All lots created by subdivision located within the <br />2020 MUSA shall be serviced by sanitary sewer and municipal water. <br />
