5. 16. <br /> CC Regular Session <br /> Meeting Date: 01/23/2024 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Information <br /> Title: <br /> Adopt Resolution#24-034 Amending Scope of Improvement Project#24-05, MSA Xkimo Street Reconstruction <br /> to Include Streets within Riversbend 3 rd,4th, and Plaza Subdivisions <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-034 amending the scope of Improvement Project#24-034, <br /> MSA Xkimo Street Reconstruction to include the streets within the Riversbend 3 rd,4th, and Plaza subdivisions. <br /> Background: <br /> On August 22, 2023,the Ramsey City Council directed the Mayor and City Administrator to execute the proposal <br /> from Hakanson Anderson to prepare final plans and specifications for MSA Xkimo Street Reconstruction, <br /> Improvement Project#24-05. This project proposes to reconstruct 0.29 miles of Xkimo Street between 142-id <br /> Avenue and Trunk Highway 47. <br /> During the public open house for this improvement project held on December 14, 2023, Staff received comments <br /> from residents on how poor the condition of the pavement on the cul-de-sacs adjacent to Xkimo Street are. <br /> Staff is aware of the poor condition of the 143rd Avenue, 143rd Lane and Xkimo Court cul-de-sacs adjacent to <br /> Xkimo Street, and believe extensive patching will likely be required annually on the streets until the streets are <br /> reconstructed. The Xkimo Street cul-de-sac,which is the continuation of the street south of 142nd Avenue will <br /> likely require some patching in the coming years,though not to the extent of the other three. During sight plan <br /> review, Staff noted block cracking and additional alligator cracking on the edge of the pavement,which was not <br /> apparent or noted during the PASER evaluations in the summer. Due to this, Staff does not feel a pavement <br /> overlay is the most economical pavement treatment for this segment and a reclamation type reconstruction is <br /> recommended. <br /> The current 2024 through 2033 10-year Capital Improvement Program(CIP)proposes street reconstruction of <br /> Riversbend Ord and 4th in 2027. The CIP proposes a pavement mill and overlay of Riversbend Plaza(Xkimo <br /> Street cul-de-sac) in 2027. Staff proposes to move the improvements up to 2024 and to include, as part of the <br /> MSA Xkimo Street Reconstruction project, as street reconstructions. <br /> Hakanson Anderson is currently working on plan development for MSA Xkimo Street Reconstruction. City Staff <br /> has had some initial discussions with Hakanson, and it's not believed adding the additional streets will impact the <br /> project timelines. Currently, Staff is anticipating bringing final plans to City Council in March for approval, <br /> allowing bid opening to occur in late March or April, and construction to begin in May to June of 2024. <br /> Notification: <br /> If City Council approves addition of the Riversbend 3rd, 4th and Plaza subdivisions, Staff will mail project update <br /> letters to property owners impacted by these improvements. <br /> Time Frame/Observations/Alternatives: <br />
