Existing Conditions <br /> Existing conditions were reviewed to establish a baseline to better understand the corridor operations <br /> and characteristics. The evaluation of existing conditions includes a review of area traffic volumes, <br /> intersection capacity analysis, and a safety analysis. <br /> Traffic Volumes <br /> Peak period traffic counts were collected at the following intersections along CSAH 5 during the <br /> month of November 2021: <br /> • Key Intersections - 3-hour AM and PM peak period counts: <br /> o CSAH 56 (Ramsey Boulevard) <br /> o CSAH 57 (Sunfish Lake Boulevard) <br /> o TH 47 including pedestrian counts in crosswalks <br /> • Other Major Intersections - 2-hour AM and PM peak period counts: <br /> 0 181 st Ave <br /> o CSAH 63 (Green Valley Road) <br /> o CSAH 63 (175th Avenue) <br /> 0 170th Avenue (Brookside Elementary School)including pedestrian counts in crosswalks <br /> o Dysprosium Street <br /> 0 167th Avenue <br /> o Sunwood Drive <br /> In addition, recent traffic counts were supplied by Anoka County for the intersections along CSAH 5 <br /> at 167th Avenue,Alpine Drive, and Sunwood Drive. <br /> Intersection Capacity Analysis <br /> An intersection capacity analysis was conducted to determine how traffic is currently operating at <br /> the intersections in the study area during typical weekday AM and PM peak hour conditions. The <br /> traffic count data collected by SRF was supplemented by recent peak hour turning movement <br /> counts provided by Anoka County for the existing intersection capacity analysis. All intersections <br /> were analyzed using Synchro/SimTraffic software. <br /> Capacity analysis results identify a Level of Service (LOS) which indicates how well an intersection is <br /> operating. Intersections are graded from LOS A though LOS F.The LOS results are based on average <br /> delay per vehicle results from SimTraffic, which correspond to the delay threshold values shown in <br /> Table 1.LOS A indicates the best traffic operation and LOS F indicates an intersection where demand <br /> exceeds capacity. Overall intersection LOS A through D is generally considered acceptable by drivers <br /> in the Twin Cities Metropolitan Area. <br /> 5 <br />
