Facilities must be designed and constructed consistent with the standards in <br /> 4 Design Handbook for Recreational Boating and Fishing Facilities. <br /> 5 e. To establish standards that sustain and enhance the biological and ecological <br /> 12 functions of vegetation; preserve the natural character and topography of the MRCCA; and <br /> 13 maintain stability of bluffs and steep slopes and ensure stability of other erosion-prone areas. <br /> 14 (2) Applicability. This section applies to: <br /> 15 a. Shore impact zones; <br /> 16 b. Areas within 50 feet of a wetland or natural drainage way; <br /> 17 C. Bluff impact zones; <br /> 18 d. Areas of native plant communities; and <br /> 19 e. Significant existing vegetative stands identified in the MRCCA plan. <br /> 20 (3) Activities allowed without a vegetation permit. <br /> 21 a. Maintenance of existing lawns, landscaping and gardens; <br /> 22 b. Removal of vegetation in emergency situations as determined by the City of Ramsey; <br /> 23 C. Selective vegetation removal, provided that vegetative cover remains consistent with <br /> 28 the management purpose of the MRCCA District, including: <br /> 29 1. Vegetation that is dead, diseased, dying, or hazardous; <br /> 30 2. To prevent the spread of diseases or insect pests; <br /> 31 3. Individual trees and shrubs; and <br /> 32 4. Removal of invasive non-native species. <br /> 33 (4) Activities allowed with a vegetation permit. <br /> 34 a. The following intensive vegetation clearing activities are allowed with a vegetation <br /> 35 permit: <br /> 36 1. Clearing of vegetation that is dead, diseased, dying, or hazardous. <br /> 37 2. Clearing to prevent the spread of diseases or insect pests. <br /> 38 3. Clearing to remove invasive non-native species. <br /> 39 4. Clearing to prepare for restoration and erosion control management activities <br /> 40 consistent with a plan approved by City of Ramsey. <br /> 41 5. The minimum necessary for development that is allowed with a building permit <br /> 42 or as an exemption under section 117-148(I) (exemptions). <br /> 43 b. Conditions of vegetation permit approval: <br /> 44 1. Development is sited to minimize removal of or disturbance to natural <br /> 45 vegetation; <br /> 46 2. Soil, slope stability, and hydrologic conditions are suitable for the proposed work <br /> 47 as determined by a professional engineer or City of Ramsey; <br /> 48 3. Clearing is the minimum necessary and designed to blend with the natural terrain <br /> 49 and minimize visual impacts to public river corridor views; <br /> Page 104 of 147 <br />
