Any disturbance of highly erodible soils is replanted with deep-rooted vegetation <br /> 13 with a high stem density; <br /> 14 7. Vegetation removal activities are conducted so as to expose the smallest practical <br /> 15 area of soil to erosion for the least possible time; <br /> 16 8. Areas of vegetation restoration priorities identified in the MRCCA plan are <br /> 17 restored, if applicable; and <br /> 18 9. Any other condition determined necessary to achieve the purpose of this section. <br /> 19 (5) Prohibited activities. All other intensive vegetation clearing is prohibited. <br /> 20 (6) Vegetation restoration plan. <br /> 21 a. Development of a vegetation restoration plan and reestablishment of natural <br /> 22 vegetation is required: <br /> 23 1. Include vegetation that provides suitable habitat and effective soil stability, <br /> 31 runoff retention, and infiltration capability. Vegetation species, composition, <br /> 32 density, and diversity must be guided by nearby patches of native plant <br /> 33 communities and by native vegetation establishment and enhancement <br /> 34 guidelines; <br /> 35 2. Be prepared by a qualified individual; and <br /> 36 3. Include a maintenance plan that includes management provisions for controlling <br /> 37 invasive species and replacement of plant loss for three years. <br /> 38 C. A certificate of compliance will be issued after the vegetation restoration plan <br /> 39 requirements have been satisfied. <br /> 40 (J) Land alteration standards and stormwater management. <br /> 41 (1) Purpose. To establish standards that protect water quality from pollutant loadings of <br /> 42 sediment, nutrients, bacteria, and other contaminants; and maintain stability of bluffs, <br /> 43 shorelines, and other areas prone to erosion. <br /> 44 (2) Land alteration permit. <br /> 45 a. Within the bluff impact zone, land alteration is prohibited, except for the following <br /> 46 which are allowed by permit: <br /> 47 1.
