Review mulch products and do not allow materials with synthetic <br /> (plastic) fiber additives in areas that drains into Public Waters. <br /> • Construction areas should be thoroughly checked for turtles before the use of heavy <br /> equipment or any ground disturbance. If turtles are in imminent danger, they should <br /> be moved out of harm's way. Otherwise, they should be left undisturbed. <br /> A Blanding's turtle fact sheet that describes the habitat use and life history of the species <br /> along with two lists of recommendations for avoiding and minimizing impacts to the turtles <br /> is included in Appendix C. <br /> If tree clearing or structure demolition is anticipated, it is recommended to occur from <br /> November 1st-March 315t, which is outside of the active bat season. <br /> Wildlife Habitat and Sensitive Ecological Resources <br /> The developer will prepare a tree replacement plan to meet city code as site planning <br /> progresses. <br /> 15.Historic Properties <br /> Describe any historic structures, archeological sites, and/or traditional cultural properties <br /> on or in close proximity to the site. Include 1) historic designations; 2) known artifact <br /> areas; and 3) architectural features.Attach letter received from the State Historic <br /> Preservation Office (SHPO). Discuss any anticipated effects to historic properties during <br /> project construction and operation. Identify measures that will be taken to avoid, <br /> minimize, or mitigate adverse effects to historic properties. <br /> A search of the Minnesota State Historic Preservation Office's (SHPO) Statewide Inventory was <br /> requested to identify known historic properties and archaeological sites in the vicinity of the <br /> project (see Appendix Q. Within Section 2S, Township 32, Range 2S three archaeological records <br /> and one historic property record was identified. The historic property, District No. 28 School, is <br /> listed on the National Register of Historic places and is within a half-mile of the project site. <br /> None of the sites or property will be impacted by the development. <br /> It is not anticipated that unknown archaeological sites will be uncovered during the construction <br /> of this project as the site has been previously disturbed. However, if cultural materials are <br /> encountered during construction, unanticipated discovery protocols will be followed. <br /> 16.Visual <br /> Describe any scenic views or vistas on or near the project site. Describe any project related <br /> visual effects such as vapor plumes or glare from intense lights. Discuss the potential visual <br /> effects from the project. Identify any measures to avoid, minimize, or mitigate visual <br /> effects. <br /> The site includes existing institutional and residential land that is not near any unique designated <br /> scenic views or vistas. Future development would conform with the zoning regulations for <br /> building height, building form, landscape screening, and lighting would be in conformance with <br /> city ordinances.
