Tom Anderson reiterated there is a cost to dragging our feet. We are causing homes to
pay more for insurance.

Carl Grassl stated you are trying to persuade yourself that this second best or third best
choice will work but the best idea is to take that $80,000 piece.

Tom Anderson felt that you do not have to "sell" that site to anyone - that is truly the
best site.

Mayor Gamec stated he was kind of sold on that 153rd site but now he is not sure.

Cart Grassl stated that the insurance company might look at this and ask why we even
built it there.

Tom Anderson stated he is not convinced that it will not cost us more. The second best
site is not any cheaper.

Motion by Tom Anderson and seconded by A1 Pearson to recommend the 161st site to the
City Council for prompt acquisition and moving forward with the budgeted fire station.

Motion carried. Voting Yes: Mayor Gamec, Boardmembers Anderson, Pearson, Grassl,
Lewandowski and Way. Voting No: None. Absent: Councilmember Hendriksen.

Mayor Gamec commented that the Board brought out some really good points that he had
not thought of. The road construction probably may not happen as quickly as hoped.

Carl Grassl felt that with the 161 st site, we will know more what we are getting into.

Tom Anderson commented on replacing wetlands two to one.

Chief Kapler stated that the City Council also asked us to check with the DNR to push
the road into the wetland.

Al Pearson reiterated his thoughts that the 161st site will be the cheapest and the best.

Tom Anderson stated that if we move this second station more to the south at all, we
would have to have two more stations.

Chief Kapler stated that all our response times are assuming we stay a paid on call fire
department and I do not see that changing with the exception of maybe a few paid staff.

Mayor Gamec commented on at some point looking at housing both fire and police in
one of the stations. We could discuss that at the next meeting - how many cars would be
there - what do we have to do, etc.

Public Safety Board- March 11, 1999
