Discussion ensued relating to this location.

Carl Grassl asked why would the City not proceed to go with the first piece.

Mr. Norman responded because we have already been in negotiations for that piece. The
property owners are sticking to the $80,000 price.

Tom Anderson stated that if you go with an eminent domain action, you could start with
the early stages of that process. It sounds like there would be delays with the 153rd site.

Chief Kapler stated he would like the opinion from the Board concerning the 80 percent
of Ramsey being an 8-minute response time. He stated they would be looking at a third,
much smaller, station.

Tom Anderson stated it seems with the lower area, you will need to have a third and
fourth station. You are giving up strategic things with that lower site.

Carl Grassl suggested maybe the City should just get that first piece of property and pay
the money. There are options - you will not have to necessarily pay the full amount of
$80,000.

Attorney Goodrich stated that the legal fees are about $5,000 and he feels that we could
get that property for about $45,000 to $50,000.

Jim Way asked about road restrictions, etc. The lower area is not on an MSA so there is
more of a weight restriction.

Tom Anderson stated you give up a lot going to that more southern lot - strategically. It
does not really sound like you will save any money. He mentioned the insurance rating.
He stated there will be more "diddling" around and he wondered how much more it will
cost our citizens if we "drag our feet" for another year.

Dave Lewandowski stated that due to the slope on 153rd, there is a problem with a two-
story building.

Mayor Gamec stated that money is not necessarily always the issue.

Carl Grassl stated that there is more support for this 161st site. That is the most suitable,
perfect location. We are trying to adjust for the dollar standpoint. He felt the northern
property is more suitable and should be looked at first.

Tom Anderson stated that the problem is not really saving money.

Jim Way felt there is a lot of work to think about for the 153rd site.

Public Safety Board - March 11, 1999
