Tom Anderaon stated it might be appropriate for the City Council - or someone - to <br />establish a mission statement for this Board. This Board needs to take some shape and <br />structure. <br /> <br />Carl Grassl felt a mission statement was also important. <br /> <br />Tom Anderson felt this Board should not define its own mission statement. <br /> <br />Mayor Gamec stated that the City Council would really like to get input from the Board. <br />He feels this is a recommending board - recommendations should be taken seriously. If <br />the recommendations of this Board are not taken - they should get an answer from the <br />City Council. You need to have a reason why we need it when it is presented. <br /> <br />It was suggested that Fire Chief Kapler and Police Chief Gustafson put together what <br />they think the mission statement should be and the purpose and scope of the goal of the <br />Board. The scope should not be too broad as that causes trouble too. The citizens on the <br />Board should feel free to offer advice also. <br /> <br />Case #1: Discussion on Location of Land for Fire Station #2 <br /> <br />Chief Kapler stated he would like to make a brief presentation regarding the location of <br />land for Fire Station #2. He showed the current station location with a ring drawn around <br />it, which represents an 8-minute response time. He explained that a good goal for this <br />Fire Department was to cover about 80 percent of Ramsey in eight minutes. With the <br />location of the second station, we are trying to minimize double coverage and maximize <br />the area to respond to within eight minutes. The goal would be to have two driveways. <br />We originally looked at the southwest corner of Central Park. With good coverage to the <br />north, south and access to east/west routes to facilitate response to the western half of <br />Ramsey made the site appealing, along with the fact that the City already owned the <br />property. Unfortunately, in a 1998 decision from the Minnesota Attorney General's <br />office, land deeded to a city as park property can only be used as park property. Chief <br />Kapler stated that they began a search in the same area and found some properties for <br />sale. The property was appraised and the Fire Department felt the property further to the <br />north was the best site and it could have two accesses. The City Council directed staff to <br />negotiate a purchase price with the property owner. The appraised value was $44,000 - <br />the property owners are willing to sell it for $80,000. The tax value of the property is <br />$22,000. The City Council then directed staff to look at the second site. Chief Kapler <br />handed out construction plans and the opinion of the architect. SEH feels that the <br />property would support a 180 square foot fire station. It will also accommodate an on- <br />site septic system, etc. <br /> <br />Tom Anderson noted a couple of negatives relating to the property - e.g. it slopes down <br />to the wetland, etc. <br /> <br />Mr. Norman stated it would mean a different design. <br /> <br />Public Safety Board - March 11, 1999 <br /> Page 3 of 6 <br /> <br /> <br />
