Committee Member Haas Steffen suggested making a note that if dollars go unspent they will be <br />added to the next year's program budget. Therefore, assuring unspent dollars go back into the <br />program greatly reduces the hassle of delaying a project. <br /> <br />Chairperson Zimmerman inquired as to the condition of the road. City Engineer Jankowski <br />replied that the pavement is 5-7 years old with some traverse cracks starting to appear. <br /> <br />An unidentified spokeswoman on behalf of the Rivenwick Homeowner's Association explained <br />that they have met subsequent to the public hearing and are not quite as adamant about delaying <br />the project for another year. Although they prefer to wait for reasons previously stated, they <br />have concerns about being forgotten next year and about an increase in cost. <br /> <br />Motion by Committee Member Haas Steffen and seconded by Chairperson Zimmerman to <br />recommend City Council go forward with Improvement Project //99-03 of the 1999 Street <br />Maintenance Program. <br /> <br />Motion carried. Voting Yes: Committee Member Haas Steffen and Chairperson Zimmerman. <br />Voting No: None. Absent: None. <br /> <br />Bud Augst, 15700 Traprock Street NW - spoke in opposition of Improvement Project #99-04 <br />(Bituminous Overlay of Traprock Commons). He stated he's lived there since 1980 in which <br />time there has been one sealcoat, and he believes the pavement is not in need of a 1½-inch <br />overlay. He also inquired what happens to the overlay if the cracks to the base coat aren't first <br />addressed. <br /> <br />Mr. Jankowski explained that the "alligatoring" cracks that are appearing indicate that the road <br />doesn't have enough strength and that bituminous overlay adds strength to the road. He <br />discussed how the cracks occur and how the overlay helps spread the load out over the road. He <br />also mentioned that sealcoating does not add strength to a road. <br /> <br />Mr. Augst reiterated that he is concerned about not addressing the cracks before doing the <br />overlay. Mr. Jankowski explained that in areas of serious disrepair the cracks are cleaned out, <br />base is put back with original thickness, and then the overlay is done. Mr. Augst agreed there <br />were no areas of serious disrepair, and Mr. Jankowski advised that the bituminous overlay would <br />add sufficient strength to the road to prevent further "alligatoring." <br /> <br />Mr. Jankowski went on to discuss the scale for rating pavement and how this project's rate <br />requires a bituminous overlay. <br /> <br />Mr. Augst inquired how the overlaid pavement will blend in with the catch basins and the <br />intersection with 155th Avenue. <br /> <br />Mr. Jankowski stated he is unaware of how the pavement is blended to meet other existing <br />pavement but that it has not been a problem in the past.
