Committee Member Haas Steffen mentioned the issue of a street-lighting request in this <br />neighborhood. She inquired whether the installation of streetlights requires any kind of digging <br />or tearing up of the street. Mr. Jankowski explained that it's standard practice to bore under the <br />street, and installing the wiring would not require any open cutting of the pavement. <br /> <br />Lighting options/locations for Traprock were discussed. It was noted that those intersections are <br />classified as "D" on the City's priority lighting list, that $25,000 is budgeted per year for priority <br />light installation (approximately 18 lights), and that there are 30-40 "D" intersections left on this <br />list (2-3 years to complete all installations). <br /> <br />Mr. Augst inquired how the intersections were prioritized, and Chairperson Zimmerman advised <br />that the City Engineer and the Chief of Police classify the intersections according to safety <br />factors. <br /> <br />Mr. Jankowski informed Mr. Augst of the process of petitioning for streetlights, and he also <br />mentioned a recent installation cost increase from Connexus Energy that will likely be passed on <br />as a rate increase for street light customers in the rural area. The present rate is $13.65 per <br />quarter but will be increasing. <br /> <br />Chairperson Zimmerman directed staff to get back to the residents with information on the <br />increased rates. <br /> <br />Mr. Augst inquired if the City objected to his getting an expert's opinion as to the street <br />maintenance issue suggesting that it might only need a sealcoating. Chairperson Zimmerman <br />responded that he would be willing to take a look at that. <br /> <br />Director of Public Works Kapler discussed the policy that if a bituminous overlay is denied by <br />residents that the City has the option to withdraw their half of the funding. <br /> <br />Robert Hamborg, 15755 Traprock Street NW- inquired whether the residents could go in and <br />repair the cracks and sealcoat over them, and Mr. Jankowski replied that sealcoating is not <br />effective in keeping water out of cracks that have developed in the pavement. <br /> <br />Mr. Augst asked if there is any warranty guaranteeing how long before the cracks will come <br />back. Mr. Jankowski advised the work is guaranteed for 12 months. <br /> <br />Mr. Augst stated he was worried about the ruts, and Mr. Jankowski said they wouldn't come <br />back. <br /> <br />It was agreed that the City Engineer would meet with Mr. Hamborg in a week to discuss the <br />condition of the pavement, and to supply him with street lighting rate information. <br /> <br />Case #3: Requests for Traffic Calming <br /> <br />City Engineer Jankowski reported there has been a request to discuss closing the access/egress of <br />158th Lane at Variolite Street. <br /> <br />Public Works Committee/March 16, 1999 <br /> Page 3 of 6 <br /> <br /> <br />
