R. #116 Corridor Study

City Engineer Jankowski reviewed a letter from County Engineer Olson. The letter was in
response to a March 25, 1999 request that the County identify the location and right-of-way
necessary for the extension of C.R. #116 west of Armstrong Boulevard. Discussion ensued
around the map. Mr. Jankowski stated that it is recommended that the City purchase 150 feet of
property for this extension.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman that the
City purchase the recommended 150-foot strip of property for ¼ mile west of Armstrong
Boulevard NW as indicated by Mr. Olson in his letter.

Motion carried. He presented a letter
from Jim and Carla Holm discussing a problem with the street drainage and requesting that the
problem be corrected in conjunction with the street work. He pointed out that a storm sewer
could be constructed that would direct the water to a drainage easement located at the
intersection of Juniper Ridge Drive and 151st Avenue. An additional benefit of this storm sewer
would be improved drainage at the intersection of 151st Avenue and Juniper Ridge Drive where
the pavement is in extremely bad condition due to the poor existing drainage. The cost is
estimated to be $40,000.

Discussion ensued relating to the work and the cost. It was noted that if this is put off, it may
end up costing more. Councilmember Haas Steffen stated we need to do it right - put in a storm
sewer. Her concern, however, is where the money would come from. She asked Mr. Jankowski
to get the question answered by the Attorney - if we expend the money before the drainage
district is in place, can you take that money out of there for this project. Mr. Jankowski
suggested we could decrease that project or drop it entirely. One thing he would not do is the
overlay this year. It was suggested that a neighborhood meeting may have to be held.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to install
the storm sewer and delay Improvement Project #9%08 but that it should be the first one next
year.

Motion carried.
