estimated to be about $30,000, but after defining the work elements it is felt that a budget at <br />between $40,000 to $50,000 may be a more conservative estimate. Mr. Jankowski informed the <br />Cotnmittee that originally, the cost of the study was proposed to be funded 50 percent by the <br />County and 50 percent by the City of Ramsey and the City of Anoka. The joint powers <br />agreement forwarded to the City had no proposed cost distribution between the Cities of Ramsey <br />and Anoka, however, based upon the proportional distance of centerline in each community, a <br />35%/15% split for Ramsey and Anoka would be justified. Mr. Jankowski recommended the City <br />enter into the agreement. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to <br />recommend City Council authorize entering into a Joint Powers Agreement with the City of <br />Anoka and Anoka County, to prepare a corridor study for C.R. #116, and that an amount, not to <br />exceed $17,500 be allocated from Tax Increment Financing to finance the City's share of the <br />study. <br /> <br />Motion carried. <br /> <br />Case #3: <br /> <br />Initiate Improvement Project #99-10 Watermain and Sewer Extension to <br />Waltek and Watermain Looping <br /> <br />City Engineer Jankowski reported that the Waltek Corporation is currently undergoing an <br />expansion of their existing facility, which will necessitate the extension of municipal sanitary <br />sewer main and watemqain. Looping the watermain north of Waltek up to Sunwood Drive an <br />additional distance of 1,000 feet, would complete a 12-inch trunk main loop. This would provide <br />enhanced fire flows and system reliability to the Sunfish Lake Boulevard businesses by <br />furnishing them with a back-up water source. The anticipated cost of this sanitary sewer and <br />watermain work is $163,000. If the project is undertaken as an assessment project, an estimated <br />total o1' $145,000 would be generated by the project assessment, however, the project would <br />probably be completed in late October. In addition, two of the four properties to be assessed <br />have informally expressed opposition to the assessment. On the other hand, the project could be <br />completed primarily with utility funds and be completed by mid-August. If this financing <br />method is chosen, an agreement should be made with Waltek to pay their share of the project, <br />which is estimated at $58,000. <br /> <br />Discussion ensued relating to costs, deferring assessments, etc. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Hendriksen to direct <br />the City Engineer to prepare a feasibility study for Improvement Project #99-10 so that a public <br />hearing on the assessment project costs can be scheduled. <br /> <br />Motion carried. <br /> <br />Case #4: Lord of Life Acquisition <br /> <br />City Engineer Jankowski stated that the #47 STP Project will require the acquisition of certain <br />property owned by Lord of Life Church.
