As you know, the City <br />of Ramsey ("City"] has issued your business (the "Diamonds") an on- <br />sale intoxicating liquor license. <br /> <br /> The City'S Police Department has investigated an incident <br />occurring on March 19, 1999 at the Diamonds. The City alleges that <br />at approximately 1:30 p.m. on March 19, 1999, two totally nude <br />adult females were on the premises entertaining eight to ten male <br />individuals. The two fel~ales were dancing and apparently <br />entertaining the males. Each of the females was holding several <br />dollar bills in each hand. The officers observed one nude female <br />squatting down over the face of a male who was lying on the dance <br />floor. The officers further observed the other female straddling <br />another male seated on a chair on the dance floor. <br /> <br /> Your on-sale intoxicating liquor license is regulated by City <br />Code 7.52 entitled "Intoxicating Liquor for On-Sale (the ~On-Sale <br />Liquor Code"). Subsection 7.52.12 of the City Code provides in <br />part as follows: <br /> <br />The following acts or conduct in establishments serving <br />alcoholic beverages and licensed pursuant to this subsection <br />within the City are deemed contrary to the public welfare and <br />morals and therefore are prohibited: <br /> <br />To encourage or permit any person on thc ~ ou any sazch <br />cstablislm~ to tcmch, caress, o~ fondc tt~ breasts, buuock~, ams, <br />or ge~it~ of ~ny other person. <br /> <br /> <br />
