Councilmember Hendriksen stated that people are probably adapted to driving 55 mph on the <br />road and suggested posting the street at 55 mph. <br /> <br />Chairperson Zimmerman questioned if a traffic study from the Commission of Transportation <br />would cost money. Director of Public Works/Fire Chief Kapler stated that he would research <br />information on performing a traffic study. <br /> <br />Motion by Councilmember Hendfiksen, seconded by Councilmember Zimmerman, to <br />recommend to City Council posting 55 mph speed limit signs on Tiger Street and get information <br />on performing a traffic study. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman and Councilmember Hendriksen. Voting <br />No: None. <br /> <br />Case #3: Report on Use of Flashing Yellow Traffic Beacons <br /> <br />Director of Public Works Kapler stated that recently there has been interest in the use of flashing <br />yellow beacons, particularly on C.S.A.H. #5 near Ramsey Elementary School. Staff was asked <br />to research and report on the use of such traffic control devices. Mr. Kapler explained that to <br />meet warrants for such a beacon, there must be both more than 500 vehicles per hour and <br />insufficient usable pedestrian gaps caused by traffic. Mr. Kapler noted that he spoke with Roger <br />Butler of Anoka County Highway Department, the gap study would be performed by his <br />department, and it had been his experience that the necessary warrants are rarely met. If warrants <br />were met, the County may provide financial participation in a beacon installation. If warrants <br />were not met, it may still be possible for the beacon to be installed on a County road such as <br />C.S.A.H. #5, however, no County participation could be expected and the City would be <br />responsible for installation, operation, and maintenance. The established cost of such a beacon <br />would be approximately $10,000. <br /> <br />Councilmember Hendriksen questioned why the item was brought in front of the Public Works <br />Committee. Mr. Kapler stated that residents have called with the suggestion. <br /> <br />Chairperson Zimmerman suggested referring the matter to the County Highway Department <br />since C.S.A.H. #5 is a County Road. <br /> <br />Councilmember Hendriksen stated that the County should be approached first. <br /> <br />Mr. Kapler explained that he had talked with school staff and they stated that there are very few, <br />if any, children that are required to walk to the school. <br /> <br />Councilmember Hendriksen stated that in his opinion residents would have better success with <br />contacting the County rather than the City. <br /> <br />Public Works Committee/July 27, 1999 <br /> Page 3 of 5 <br /> <br /> <br />
