Motion by Councilmembcr Hendriksen, seconded by Chairperson Zimmerman, that any inquires <br />regarding use of flashing yellow traffic beacons be referred to the County. <br /> <br />Motion carried. Voting Yes: Councilmember Hendriksen and Chairperson Zimmerman. Voting <br />No: None. <br /> <br />Case #4: Representation on Water Management Organization <br /> <br />Director of Public Works Kapler explained that City Engineer Jankowski was informed at the <br />last Water Management Organization (WMO) meeting that at the last legislative session a bill <br />was introduced which would prohibit municipal staff members from serving on the board of <br />Water Management Organizations. Mr. Kapler stated that since City Engineer Jankowski <br />currently chairs the WMO a new representative will need to be appointed. <br /> <br />Councilmember Hendriksen suggested finishing the term with a second representative and an <br />alternate so that the replacement of City Engineer Jankowski would have time to become familiar <br />with the organization. <br /> <br />Chairperson Zimmerman noted that the meetings are always held in the morning and that it is <br />difficult for him to make the meetings and requested that the meeting time be changed. He also <br />expressed concern over the City of Ramsey only having one voting person on the WMO when <br />the City of Ramsey has four-fifths of the area. <br /> <br />Councilmember Hendriksen suggested adding a case to a City Council work session for further <br />discussion, because he is a afraid that the City of Ramsey is going to eventually be stuck with a <br />large bill for something not in the City of Ramsey. <br /> <br />Councilmember Hendriksen stated that he would like information researched before the work <br />session on how the WMO was created, if the City can be their own WMO and if so, the <br />advantages/disadvantages of doing so, and how the boundaries of the WMO are set. <br /> <br />Case #5: Apple Ridge Grading Issue <br /> <br />Director of Public Works Kapler stated that a home recently constructed on Lot 9, Block 1 of the <br />Apple Ridge subdivision was placed nearly two feet lower than called for in the grading plan. <br />Staff has been meeting with the homeowner and Orin Thompson Homes to resolve the issue. <br />Until the situation is resolved, the adjacent property owners will have difficulty in finalizing their <br />landscaping. Mr. Kapler noted that he has received a revised plan from Orin Thompson Homes <br />that would include installing a drainage pipe, but the plan still needs to be reviewed. <br /> <br />Councilmember Hendriksen stated that he has concerns over the installation of a drainage pipe, <br />because the water will freeze in the winter and then there will be no drainage. <br /> <br />Public Works Committee/July 27, 1999 <br /> Page 4 of 5 <br /> <br /> <br />
