Mr. Kapler stated that they will be looking for a plan that will allow for adequate drainage 12 <br />months a year and for many years. <br /> <br />Chairperson Zimmerman questioned if there is any policy on who is going to pay for the expense <br />of correcting the problem. Mr. Kapler stated that there is no policy in place. Mr. Zimmerman <br />questioned who will pay for staff time, since the problem is a result of an error by Orrin <br />Thompson Homes. Mr. Kapler stated that there is no escrow money available from the project <br />because it was returned at the end of May before the problem was discovered. <br /> <br />Chairperson Zimmerman suggested discussing the matter of escrow for builders at a City <br />Council work session. Mr. Zimmerman questioned if anyone in the City verifies grade elevation. <br />Mr. Kapler stated that grade elevation is not verified as part of the final inspection. Mr. <br />Zimmerrnan questioned if it should be included. <br /> <br />Councilmember Hendriksen stated that he doesn't think that the City Inspectors have the tools, <br />time or the availability to check the grade elevations. <br /> <br />Chairperson Zimmerman requested that staff review how the City of Coon Rapids handles <br />verifying grade elevation. <br /> <br />COMMITTEE INPUT <br /> <br />There was none. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerman, to adjourn the <br />meeting. <br /> <br />Motion carried.
