Councilmember Zimmerman stated that roads within the townhome development are private <br />property and requested that the City Council address the issue if they want a variance for the City <br />to maintain the roads. <br /> <br />Ms. Stickney stated that she did some research and that most of the townhome developments in <br />Coon Rapids are maintained by the City with one exception, a development that does not have a <br />through street. <br /> <br />Councilmember Hendriksen asked the other three association members that were present if they <br />knew the roads within the development were private roads. <br /> <br />Chuck Mudge, President of the Sunfish Ponds Association, stated that he knew the roads were <br />private. <br /> <br />Tom, a member of the Sunfish Ponds Townhome Association, stated that he was informed the <br />roads were private after moving into the development. <br /> <br />Roger Beede, Vice President of the Sunfish Ponds Association, stated that he knew the roads <br />were private, but explained that the road is being used by other citizens, that are not members of <br />the association, to avoid stop signs. <br /> <br />Councilmember Zimmerman questioned if they were concerned about getting the road plowed by <br />the City or about traffic issues or if they wanted both items addressed. <br /> <br />Mr. Mudge explained that they are a new board and one of their major concerns is to slow down <br />traffic within the development and they have discussed the possibility of posting private road <br />signs and installing stop signs at the exits of the development. <br /> <br />Mr. Beede stated that if the road is going to be used as a through street, then it should be <br />maintained by the City. <br /> <br />City Engineer Jankowski stated that he did a traffic analysis to determine which homes may <br />drive through the townhomes to avoid stop signs, and the time of travel of each route. He <br />determined that the time of travel going through the townhome development from each location <br />on average took 41 seconds and to use the City streets would take approximately 50 seconds. It <br />was his opinion that the majority of the residents would not use the road through the townhome <br />development. <br /> <br />Councilmember Hendriksen inquired if the streets in the development are narrower than the City <br />streets. <br /> <br />City Engineer Jankowski replied that the roads are more narrow and the horizontal curves are <br />quite tight. <br /> <br />Public Works Committee/August 17, 1999 <br /> Page 2 of 8 <br /> <br /> <br />
