Councilmember Zimmerman noted that there seems to be two separate items to address and <br />requested that the City Engineer work with the association on the traffic issues and come up with <br />some solutions, noting that he would like to see the results of a complete traffic study and then <br />review the possible changes that could be made. <br /> <br />City Engineer Jankowski stated that it would probably be a good idea to post stop signs at the <br />entrances of the townhomes and place the private drive signs. <br /> <br />Councilmember Zimmerman suggested having the City Engineer report back to the Public <br />Works Committee's next meeting to make a determination. <br /> <br />Councilmember Hendriksen stated that he liked the idea of placing private drive signs, but also <br />feels they are dealing with a policy issue that probably warrants some discussion at the Council <br />level so that the City Attorney could answer the questions of if the City can enforce speeding on <br />a private drive and plowing private streets. He also requested that the Public Works Department <br />give their opinion on whether or not they would be equipped to plow the streets in the <br />development. <br /> <br />Public Works Supervisor Reimer stated that it would require a smaller truck to do the work. <br /> <br />Director of Public Works Kapler explained that the front yard setback of the townhomes was <br />greatly reduced because the roads were private and that the City is not equipped for snow <br />removal, that would be required in the development. <br /> <br />Motion by Councilmember Hendriksen, seconded by Couneilmember Zimmerman, to <br />recommend to City Council the installation of private drive signs and forward, without <br />recommendation, for further discussion on the City's ability to enforce speed limits on a private <br />street, and the ability of the City to snow plow the roads and receive recommendation from staff. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, Councilmember Hendriksen and <br />Connolly. Voting No: None. Absent: None. <br /> <br />Ms. Stickney stated that she had a copy of the development agreement between the City and the <br />developer and in the agreement it states that the City is responsible to do the street cleaning and <br />sealcoating after the development is complete. <br /> <br />Councilmember Zimmerman stated that the City does not maintain private property. <br /> <br />City Engineer Jankowski stated that Ms. Stickney is referring to the stage one and stage two <br />improvements and it was determined with this development that the City would receive money <br />for sealcoating the adjacent streets that surround the property. <br /> <br />Mr. Mudge questioned if townhome owners pay the same amount of taxes as single family <br />homeowners. <br /> <br />Public Works Committee/August 17, 1999 <br /> Page 3 of 8 <br /> <br /> <br />
